The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration, seeks an advanced-level Administrative Assistant to perform complex (journey-level) administrative support for the Field Operations Section of the Oil and Gas Division.
The Railroad Commission (RRC) will receive federal funds from the U.S. Department of the Interior (DOI) under Title VI – Methane Reduction Infrastructure section of the Infrastructure Investment and Jobs Act (IIJA) to plug orphaned wells. RRC could potentially receive grant funds from other sections of the IIJA. This position is temporary for the duration of the IIJA federal funding, which is scheduled to last four to seven years.

Work involves providing internal administrative support, including disseminating information and maintaining filing systems. May train others. Works under the general supervision of the Assistant Director of the Oil and Gas Division, Field Operations, with moderate latitude for the use of initiative and independent judgment.
Primary responsibilities include providing administrative support to Field Operations district offices for the State Managed Plugging (SMP) and Cleanup (SMCU) programs.
Essential Job Duties
• Perform operator and wellbore research using Commission data systems
• Prepares, edits, and distributes correspondence, forms, and documents.
• Assist in the management and maintenance of SMP and SMCU publications, files, and records.
• Assist in processing of SMP and SMCU recommendations and invoices
• Respond to internal and external SMP and SMPCU inquiries.
• Perform additional related essential tasks to maintain workflow.
• Performs related work as assigned.
• Applicants must reside in or be willing to relocate within the district.

Minimum Qualifications
• Graduation from a standard senior high school or equivalent.
• Two (2) years of experience in administrative support work.
• Applicants must reside in or be willing to relocate within the district.
• Experience and education may be substituted for one another on a year-for-year basis.
Preferred Qualifications
• Three years of experience in business office practices and communicating rules, policies, and procedures.
• Three years of experience in composing business documents with effective use of grammar, reading, and comprehension, and appropriate audience content.
• Experience maintaining hard copy and digital records and updating and organizing filing systems.
• Experience in customer service.
• Experience in information research.
• Experience in experience using Microsoft Office or other Windows-based software applications, including mainframe terminal operation.
• Experience in the operation of various types of imaging or microfilm equipment.
• Knowledge of oil and gas operations and familiarity with Railroad Commission rules and regulations.
Knowledge, Skills, and Abilities
• Working knowledge of basic/high-school level mathematics.
• Working knowledge of a telephone switchboard or console.
• Knowledge of professional protocol.
• Skill in attention to detail and in providing accurate information.
• Skill in operating standard office equipment.
• Skill in organizing information.
• Ability to accurately file documents, retrieve files, and pack files.
• Ability to operate a computer, Word, Excel, email, and databases.

• Possess a valid Texas Driver's license and a good driving record.
Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
