Location :3rd Floor, 777 Bay Street, Toronto, ON (5 days onsite)

Duration : 1 year contract (260 Business days) + 1 possible extension

MUST HAVES:

More than 7 years of experience with technical hands-on solutions development, configuration

Experience with the following Technologies on Microsoft Cloud (MS):

· MS Dynamics 365 CRM

· MS Power App Portal

· MS Power Automate

· MS Azure Services

· MS Azure Attachment Storage

Hands-on Experience in designing, developing, integrating and implementation of Azure Storage for Attachment Management with MS Dynamics 365 on cloud

Hands-on Experience in Designing, Configuring and Implementation of Portal Applications, Including experience with:

· User Access and Profile Management

· Role Based Data Access Control

Description

The Rental Housing Enforcement Unit (RHEU) in the Business Management Division of Ministry of Municipal Affairs and Housing (MMAH) monitors compliance with offences under the Residential Tenancies Act, 2006 (RTA), investigates cases of alleged failure to comply and prosecutes alleged offenders where warranted. RHEU also attempts to obtain compliance.

A modernization initiative was undertaken in line with the Government's Digital First Agenda to deliver simpler, faster and better services. This significantly improves the administration of licensed and unlicensed childcares. This initiative will be a key step towards improving safety standards in childcare facilities, covering regulated and unregulated settings throughout Ontario. The investigation details for both licensed and unlicensed care providers be stored in an electronic database, offering immediate visibility into ongoing cases. This will continue to facilitate proactive decision-making and enables quicker responses to critical issues encountered in the field. The modernizes solution brought the Rental Offences Complaint System (ROCS) Application into compliance with the ODAS regulation & GO-ITS standards.

The Modernized Rental Offences Complaint System (ROCS) Application went Live in May 2025. Further enhancements/refinements are being made to the Modernized Application subsequent to Go Live as per client needs.

This engagement focuses on ROCS Stabilization post-May 2025 go-live, including Model-Driven Apps (MDA) optimization for case management, Power Pages Portal development for external stakeholder access. The consultant will identify and remediate defects, enhance performance, ensure accessibility compliance, and implement stakeholder enhancements.

Deliverables to be provided by the Vendor include the following:

:: IT Solutions Enhancement / Sustainment

• o Design, Configure and Implement Enhancement(s) / Remediate Defects for the Case Management System

:: Systems Integration

• Design, Configure and Implement Enhancement(s) / Remediate Defects for the Integration with OPS Service(s)

:: Testing and Quality Assurance (QA)

• Contribute to the Quality Assurance Activities

:: Implementation

• Collaborate and Coordinate with all Project Stakeholders involved to ensure smooth and timely completion of Activities & Deliverables
