The SOR-RL (Serious Occurrence Reporting and Residential Licensing) IT system is used by the Ministry and service providers for serious occurrence reporting and for inspection and oversight of licensed childrens out-of-home care service providers. SOR-RL was implemented by Community Services I&IT Cluster (CSC) to decrease the costs and timelines of application development for MCCSS by leveraging the iACCESS Platform.
Serious occurrences such as serious illness or injury requiring medical attention are required to be reported to MCCSS by any persons or entities that are funded, licensed or directly operated by MCCSS under the authority of the Child, Youth and Family Services Act, 2017 (CYFSA), the Services and Supports to Promote the Social Inclusion of Persons with Developmental Disabilities Act, 2008 (SIPDDA), and/or the Ministry of Community and Social Services Act (MCSSA).
SOR-RL system will be enhanced through two distinct releases in FY 2025-26 to deliver requested changes.
SkillsExperience and Skill Set Requirements
Programmer and Development Skills - 65%
· Experience in systems design, configuration, integration and development, IT security, programming concepts, languages and related methods, techniques, practices and standards in JAVA, J2EE, JSF, HTML/DHTML, XML/XSL
· Experience in using open-source software such as Spring, myBatis, Bootstrap, jQuery
· Hands on experience in n-tier web-based application development using Oracle database
· Development experience using emerging technologies such as Web Services, web responsive frontend development, AODA compliant solutions
· Experience using reporting tools such as Jasper
· Demonstrated experience directly supporting the SDLC (agile/iterative) and implementation of business-critical software applications and systems
· Hands on experience with Oracle SQL scripts and good understanding of RDMBS
Analytical and Problem-Solving Skill - 30%
· Analytical skills to assess the feasibility of a broad range of options, make recommendations and develop customized strategies to resolve unique problems
· Consultation, interpersonal and teamwork skills to discuss client requirements, lead discussions of system development options and technical process and to work effectively with colleagues and clients
· A team player with a track record for meeting deadlines
Public Sector Experience - 5%
