*This FFS role is required on a part-time basis up to 80 days from April 1, 2025 to March 31, 2026. The full term of the contract which will be managed by the Hiring Manager. *

Responsibilities

• Lead team to build real-time data replication solutions
• Lead team building low-code/no-code solutions leveraging Microsoft Platform
• Lead multi-tier application infrastructure design, documentation and configuration for medium or large corporate implementations
• Define the interactions between application packages, databases and middleware systems
• Experience in the use of data and process modelling methodologies, techniques and tools, including a working knowledge of metadata structures, repository functions, and data dictionaries
• Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills

Must Haves

• Experience in implementing enterprise data platforms considering security and access control and integrating data from legacy and modern systems
• Understanding and deployment of Realtime data replication of Oracle on prem database using GoldenGate Microservices using containers
• Understanding and hands on experience on Azure DataBricks and Medalion architecture, real-time data streaming in azure data lake tables using Autoloader, Azure Health Data Services
• Understanding and hands on experience on Microsoft Platform development best practices for enterprise development

Technical Experience 80%

• Understanding of modern cloud-based integrations involving private sensitive data with on-premise legacy solutions
• Understanding and deployment of real-time data replication of Oracle on prem database using GoldenGate Microservices using containers
• Understanding and hands on experience on Microsoft Platform development best practices for enterprise development collaboration including platform security, governance, data integrations via Azure APIM and custom connectors, UI/UX design standards for consistent development of apps in enterprise
• Understanding and implementation of Azure API Management and APIOPs for enterprise.
• Understanding of Azure Health Data Services
• Understanding and hands on experience on Azure DataBricks and Medalion architecture, real-time data streaming in azure data lake tables using Autoloader
• Understanding of Ontario Enterprise Architecture standards and patterns and alignment with them in proposed architecture designs
• Review Business requirements and determine the right and appropriate technologies to align with existing platform capabilities
• Knowledge of various scenarios in Ontario government user personas and supporting technology platforms for IAM

• Design architecture patterns across large systems and defining end to end governance model for operation and integration into hybrid solutions
• Experience in hybrid solutions that include Knowledge of Power Platform and custom code implementation
• Experience in implementing enterprise data platforms considering security and access control and integrating data from legacy and modern systems
• Extensive experience in planning, creating, and implementing enterprise-level architectures; architectural patterns, frameworks such as C4, and best practices to build scalable, maintainable, and robust solutions.
• Proficient in integrating and utilizing Software-as-a-Service (SaaS) and Platform-as-a-Service (PaaS) solutions into the existing architecture. Knowledge of multi-tenancy, cloud service models, and API integrations is necessary.
• Experience in developing, implementing and managing CRM solutions in a large and distributed environment, monitor the whole system, understand all interactions between components on a given level of abstraction, as well as to define limitations and requirements for source code.
• Proven experience in Microsoft Azure services; designing, deploying, and managing Azure cloud infrastructure, including Azure Active Directory and Identity models such as B2C and B2B.
• Knowledge in designing solutions using low code technologies such as Microsoft Power Platform
• Knowledge in implementing Power Platform based business solutions using Power Apps (Model driven apps and Canva apps), Power Pages (Portal apps), Power Automate, Dataverse, Power BI, Power virtual Agents and other Microsoft technologies.
• Understanding of cybersecurity principles to ensure that solutions are compliant with OPS regulations.
• Knowledge with identity management, data encryption, and threat mitigation strategies
• Experience in the use of development tools, Computer Aided Software Engineering ( C A S E ) tools, information retrieval packages
• Experience designing, developing, implementing and maintaining large complex CRM applications, workflow processes and dynamic forms
• Experience in structured methodologies for the design, development and implementation of applications Experience with middleware and gateways
• Knowledge and understanding of Information Management principles, concepts, policies and practices
• Worked in Agile teams leveraging tools such as Azure DevOps/Jira
• Awareness of emerging I&IT trends and directions

Communication and Leadership Skills 20%

• Familiarity with ITS and government procedures for procurement and deployment of technology solutions
• Establish standard practices across different teams for effective transformation to modern technology architecture
• Develop short term and long term plans for the transformation of architecture
• Effective communication skills to liaise between technical and non-technical stakeholders
• Demonstrated ability to lead multidisciplinary teams towards successful project completion
• Ability to develop enterprise architectural deliverables (e.g. models and documentation) and requirements and have insights in the integrations required from high level and low level perspectives
• Experience in working with project manager and lead architect to scope the work, identify technical risks and manage priorities
• Knowledge of Ontario government IT protocols, security standards, and regulations is preferable.
