The Land and Resources Cluster (LRC) has developed a robust, modernized digital compliance solution for the Ministry of Environment, Conservation, and Parks (MECP) called the Environmental Compliance Hub of Ontario (ECHO). The 2020 Ontario Onwards Action Plan has identified a Smart Regulation Transformation Strategy which has recommended the adoption of ECHO as the OPS-wide shared use platform for compliance related functions when regulatory Ministries are planning to replace existing compliance applications, have a new requirement or will benefit from integration to enable cross-ministry oversight and analytics. In 2022, this shared use platform called Digital Compliance Platform (DCP) has been expanded to two partner ministries and continual expansion is the scope for this assignment.
DCP has been designed/configured using Oracle Siebel technology, and is based on leaned and streamlined compliance processes representing 4 common compliance business functions:

· Providing leadership, guidance and support to the project team and subject matter experts; creates and maintains all models/artefacts/diagrams as it relates to establishing a shared use solution
· Update, develop and validate of all required business architecture and application architecture models/artefacts, documents and materials (according to industry best practices, GO-ITS standards and OPS EA guidelines using the appropriate version)
· Collaborates with cluster staff, project teams, clients and other OPS partners / service providers to ensure architecture alignment
· Develops business processes using BPMN leveraging cluster/ministry tools and model repository (e.g. PowerDesigner)
· Identify issues and risks to be managed or addressed, and assist the project team or Client to facilitate mitigation
· Arrange and facilitate validation sessions
· Develop/revise business and/or application architecture artefacts according to cluster and corporate guidance
· Leads privacy impact assessment (PIA) and threat risk assessment (TRA) activities in collaboration with cluster staff, technical team members and other partners as required; including responding to and/or actioning any risk recommendations or mitigations that may follow
· Researches industry best practices and conducts environmental or jurisdictional scans
· Participate in review and information sharing meetings
· Support Agile Enterprise Architecture delivery during the project
· Develop reference architecture artefacts/models/patterns for to enable shared use for future clients
· Arrange and facilitate Enterprise Architecture (EA) meetings with cluster staff, subject matter experts, and other stakeholders as required
· Support the process of acquiring cluster and corporate approvals such as Project Gating, LRC cluster governance processes, corporate architecture governance points (AGP), digital first assessments
· Provide status updates to both the project team and EA unit
· Provide transfer of knowledge and project deliverables to identified cluster staff
· Adhere to all OPS GO-ITS Standards, specifically GO-ITS 56.0, GO-ITS 56.1, GO-ITS 56.3 and others as required
· Revise architectures per action and/or conditions arising from LRCs governance body (Project Gating Review Committee) and Corporate EA Governance review bodies as required
· Utilize, reuse, and incorporate OPS Reference Architectures into the project architectures
· Ensure alignment with any other related and relevant business materials

Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines
· 10+ years experience successfully completed business architectures in government settings or similar complex, multi-project/multi-client organizations
· Good understanding of diverse business environments, especially government and compliance/regulatory functions
· Proven ability to identify and analyze business requirements
· Knowledge and experience of information technology providing the ability to integrate and identify IT-enabled opportunities to solve business pressures/needs
· Excellent communication, facilitation, negotiation, consensus building, and problem-solving skills
· Demonstrated commitment and proven ability with effective stakeholder management
· Experience as a business architect, who has successfully modeled the business at the enterprise and/or core business levels for medium to large organizations
· Experience as a solution/application architect who has successfully modeled solution requirements, design and components for enterprise scale COTS solutions, Oracle Siebel preferred
· Experience in developing enterprise architecture deliverables/artefacts (e.g. models)
