The purpose of this procurement is to procure one Senior Business Analyst required for the Clinical Data Foundation (CDF) Program.

Responsibilities:

• 
  Provide a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
• 
  Interact with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
• 
  Prepare and advise on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.

Required Skills:

• 
  Minimum 8 years’ business analysis experience working in electronic health-related projects
• 
  Experience working in the public sector, preferably in a health care setting.
• 
  Experience with and knowledge of Project Management concepts (e.g. project goals, risk, scope, participant roles, planning and quality management)
• 
  Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions
• 
  Excellent Communication skills both verbal and written, and strong stakeholder engagement skills

  Coordinate and conduct business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined

  Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope

Requirements

Deliverables include, but not limited to:

• 
  Handle change requests for electronic health record (EHR) planning, using change management workflow
• 
  Create clear content for artifacts, prepare project charters/plans, elicit information from subject matter experts, and lead meetings.
• 
  Organize, lead/control meetings and keep discussion on track and accomplish goals.
• 
  Create detailed work streams, manage project scope, timeline, and costs to achieve project objectives in accordance with business needs/expectations.
• 
  Document requirements in business requirements document (BRD)
