The Contracts and Finance Section of the Right of Way Division is seeking a Management Analyst to evaluate, streamline, and modernize contract, project funding, and data management-related business processes. This role will analyze current workflows, identify inefficiencies, and design solutions that improve accuracy, transparency, timeliness, and data quality, often through automation, system integration, and the application of emerging technologies.

The ideal candidate brings a strong foundation in business operations and contract administration, with the ability to translate complex business needs into clear, actionable technical requirements. This position will play a key role in supporting the division's Data Quality Management (DQM) efforts by helping identify data quality risks, improve data governance practices, and develop sustainable processes that support reliable reporting and decision-making. A curiosity for emerging technologies, including AI, automation, and analytics tools, is essential, along with the ability to evaluate and implement practical solutions that improve efficiency, enhance data-driven insights, and support continuous improvement across systems and processes.

Performs highly complex professional process, policy, and data analysis work in support of the Right of Way Division's Contracts and Finance Section. Work involves conducting organizational studies and evaluations of contract administration, project funding, and data management processes; designing systems and developing procedures; conducting work efficiency studies; and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Responsibilities include identifying opportunities to streamline contract workflows, improve financial tracking and reporting, enhance data quality and governance practices, and strengthen integration across agency systems and tools. Responsibilities also include analyzing data quality issues, recommending process improvements to support accurate and reliable reporting, and translating business needs into clear, actionable system and technology requirements to support modernization initiatives, automation efforts, and the effective use of emerging technologies, including AI-enabled tools. Work requires extensive contact with high-level executives, managers, district personnel, and governmental agencies to provide guidance, present findings, and implement process and data quality improvements.

Essential Duties:

Analyst III:

• Oversees the assessment of current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines.
• Serves as a project leader.
• Coordinates programs and projects to enhance efficiency and streamline operations.
• Analyzes and evaluates business functions and activities; develops and monitors performance data.
• Develops recommendations for improvement and/or corrective action to standardize or improve current processes or systems.
• Investigates and researches new or improved business and management practices for application to agency programs or operations.
• Monitors, evaluates and makes recommendations concerning accounting activities and contract-related matters.
• Performs budget-related review, planning and development activities.
• Prepares comprehensive technical records and reports to present, interprets data, identifies alternatives; and makes and justifies recommendations.
• Provides financial information and recommendations to management.
• Researches and interprets historical, current and projected data to identify problems, causes and areas where procedural or system changes are indicated.
• Performs other job responsibilities as assigned.

Analyst IV:

All of the above, and:

• Researches, plans, coordinates and develops programs, projects, activities or procedures to increase productivity, efficiency and streamline operations.
• Reviews industry developments and makes recommendations for possible agency application.
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education Bachelor's Degree in Business Administration, Management, Communications or related field. Relevant experience may be substituted for education on a year per year basis Substitutions for Minimum Qualifications

Experience 2 years (Analyst III) or 3 years (Analyst IV) experience in business analysis, methods analysis, strategic planning, project management or related function. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.
