Job Title: Router and Operations Specialist

Job Summary: Serves as the District's primary technical specialist for general education transportation routes, stops, routing data, and transportation technology systems. Independently develops and maintains routes, makes routine technical routing and stop decisions within established criteria, validates routing data, and conducts route optimization and quality assurance. Performs responsibilities in a manner that builds and maintains effective working relationships with families, schools, vendors, and district departments.

FTE/Hours per Day: 8.0 hours per day, 48 weeks per year.

Qualifications:

  • High school diploma or GED equivalent.
  • Associate degree in transportation, logistics, geography, planning, data systems, or a related field, or an equivalent combination of education, training, and experience providing the required knowledge, skills, and abilities.
  • Valid driver's license and ability to satisfy District requirements for assigned vehicle operation.
  • At least three years of experience coordinating school transportation, routing, logistics, GIS, scheduling, or comparable complex operations.
  • Demonstrated experience with automated transportation or comparable routing and data systems.
  • At least two years of demonstrated customer service experience handling and high volume of calls and communications.

Salary/Wage Information: The annual salary range for this position is $70,974 - $90,298 (C42). A generous insurance plan is including medical, dental, vision, life and LTD insurance. We also offer a 3.5% 403b employer match and a pension through MN PERA. See attached terms and conditions of employment for more information.

Essential Duties and Responsibilities:

  • Designs and maintains District transportation routes through the effective and efficient use of transportation software, including but not limited to, determining number of routes needed, establishing routes and route combinations, assignment of students to school bus stops, daily maintenance activities, new student downloads, and the updating of maps.
  • Serves as liaison between the District and its transportation contractor, monitors performance, investigates complaints related to route operations, and takes action to correct problems as necessary.
  • Serves as the initial contact and a primary resource for others inside or outside the District with regard to the policies, procedures and administrative details of transportation routing and vehicle scheduling for which responsible.
  • Works closely with teachers, coaches and other District staff to anticipate and plan transportation requirements for activities, estimates costs and time tables, and coordinates service and delivery of transportation with the District's contractors.
  • Recommends new or modified procedures in the areas for which responsible to help achieve the most efficient and effective allocation of available District resources.
  • Develop and maintain annual general education routes, pre-routing scenarios, route and run combinations, student-to-route and student-to-stop assignments, and routine route changes.
  • Analyze route timing, ride time, capacity, efficiency, overloads, road and construction impacts, and service feasibility with contracted providers.
  • Determine and implement routine technical route adjustments within established criteria.
  • Conduct dry runs, route validation, and pre-publication quality assurance with contracted providers.
  • Conduct technical review of stop-change requests using established criteria, field observation, sight-distance information, road configuration, student eligibility, hazardous crossings, and safe-walking considerations.
  • Make routine stop decisions within established criteria and refer potential safety concerns, policy exceptions, and appeals to the Transportation Supervisor.
  • Document technical findings and provide information needed for routine family communication and escalated review.
  • Serve as the primary technical expert for Traversa routing configuration and use, MyRide routing data, graphical boundaries, attendance areas, address maps, route maps, and related transportation data.
  • Define routing-data requirements and validate PowerSchool-to-Traversa data, new-student downloads, pre-routing datasets, annual rollover results, opt-in data, eligibility information, and routing exceptions.
  • Partner with Enrollment, SIS, Technology, schools, and vendors to identify and correct source-data and system issues.
  • Provide accurate technical information for required reports and annual state transportation reporting.
  • Constructs and maintains computer generated information, including graphical boundaries, attendance areas, address maps, address maps, plan maps and maintains computer data related to attendance area, student eligibility for transportation, hazardous crossings, safe walking paths to school.
  • Maintains various transportation records and compiles, prepares and distributes accurate, well-documented and timely reports as requested or required.
  • Maintain routing procedures, technical documentation, and quality-control standards.
  • Provide routing and Traversa cross-training and serve as the primary technical resource for routing questions.
  • Analyze chronic route-performance concerns and provide technical findings and recommendations to the Transportation Supervisor.
  • Provide technical routing support for unusual activity trips and specialized-route feasibility as requested.
  • Complete special projects and perform other related duties as assigned.

  • Conduct department of motor vehicle background checks for district staff.

Knowledge, Skills and Abilities:

  • Excellent working knowledge of Transportation and Field Trip software and of the district school programs, along with the skill and ability to apply its capabilities in the timely design, implementation, monitoring and maintenance of District transportation routes ensuring current and accurate data.
  • Knowledge of Federal, State and District regulations and guidelines covering school transportation, and ability to apply such to ensure the District remains in compliance.
  • Excellent time management, planning, organizational and oral and written communication skills.
  • Ability to remain calm, professional, and solution-focused when managing a high volume of calls and communications from frustrated families, including the ability to de-escalate concerns, communicate clearly, and identify matters requiring escalation.
  • Excellent working knowledge of transportation programs with the ability to provide clear, correct information to staff and the public.
  • The knowledge, skill and ability to establish, communicate and coordinate service and delivery requirements.
  • A breadth and depth of detail knowledge to address and resolve a wide variety of questions, comments and concerns, from whatever sources, in a confident, tactful manner consistent with established policies.
  • Ability to handle multiple tasks and changing priorities with attention to detail and deadlines.
  • Excellent communication and problem-solving skills, with a strong emphasis on customer service and effective working relationships with parents, staff and service vendors.
  • Advanced knowledge of school transportation routing, route-development methods, and transportation software.
  • Ability to integrate complex student, geographic, schedule, capacity, timing, road-condition, and service data and make sound routine technical decisions within established authority.
  • Knowledge of applicable transportation requirements, stop-safety considerations, community road configuration, and district programs.
  • Strong data-analysis, mapping, database, spreadsheet, documentation, problem-solving, customer-service, and oral and written communication skills.
  • Ability to configure and maintain routing systems, validate data, identify exceptions, and produce accurate maps, reports, and technical documentation.
  • Ability to manage competing deadlines, protect confidential information, and collaborate effectively with families, schools, vendors, and district departments.
  • Ability to provide technical training and cross-training related to routing systems and procedures.
