Parsons is looking for an amazingly talented Roadway Engineer to join our team! In this role, you will develop and review roadway improvement concepts and designs ranging from quick operational treatments through final design, helping convert traffic-management findings into safe, constructible, standards-compliant improvements across Riyadh.

You will work closely with traffic engineers, corridor assessment teams, civil engineers, ITS specialists, and RCRC stakeholders to address geometric and physical deficiencies that constrain traffic performance. The role requires practical roadway-design judgment and the ability to progress solutions from field observation and concept development into coordinated design packages suitable for implementation.

What You’ll Be Doing:

  • Develop roadway improvement concepts and design packages from conceptual through preliminary and final design stages.

  • Prepare and review horizontal and vertical geometry, lane configurations, medians, turn lanes, auxiliary lanes, channelization, access modifications, service roads, ramps, merge and diverge areas, and localized intersection improvements.

  • Translate corridor assessments, traffic studies, field observations, and operational recommendations into practical roadway-design solutions.

  • Conduct site investigations and review existing roadway geometry, pavement, drainage, barriers, signs, markings, utilities, pedestrian facilities, access conditions, and constructability constraints.

  • Apply current Saudi and internationally recognized roadway-design standards and criteria appropriate to the project and design stage.

  • Prepare conceptual sketches, typical sections, plan layouts, design calculations, quantities, technical notes, and supporting engineering documentation.

  • Coordinate roadway improvements with traffic signal equipment, ITS devices, lighting, drainage, utilities, structures, landscaping, pedestrian facilities, public transport stops, and other affected infrastructure.

  • Evaluate alternative geometric solutions and identify tradeoffs involving safety, capacity, right-of-way, cost, constructability, operations, and implementation complexity.

  • Support development of quick-win improvements that can be implemented through markings, signs, minor civil works, access changes, or localized widening.

  • Review consultant and contractor roadway-design submissions and provide clear technical comments addressing compliance, geometry, safety, constructability, and traffic operations.

  • Support quantity development, technical specifications, BOQ inputs, cost estimates, and implementation packages for roadway improvements.

  • Coordinate with CADD/design staff to ensure drawings accurately reflect approved engineering concepts and revisions.

  • Participate in interdisciplinary design reviews, technical workshops, and RCRC coordination meetings.

  • Support construction-stage technical queries, site inspections, design clarifications, and resolution of unforeseen field conditions.

  • Verify that completed improvements and as-built information are consistent with the approved design intent and operational objectives.'

What Required Skills You’ll Bring:

  • Bachelor’s degree in Civil Engineering with specialization or substantial experience in roadway/highway design.

  • 8+ years of progressive experience in roadway design, highway engineering, urban road improvements, or closely related civil transportation work.

  • Demonstrated experience developing roadway designs from conceptual through final design stages.

  • Strong knowledge of horizontal and vertical alignment, intersection geometry, lane configuration, medians, shoulders, ramps, access management, pedestrian facilities, signs, markings, and roadside-safety principles.

  • Working knowledge of drainage, utilities, pavement, barriers, lighting, and other civil interfaces affecting roadway improvements.

  • Proficiency with roadway-design and CADD tools such as Civil 3D, OpenRoads, MicroStation, AutoCAD, or comparable platforms.

  • Ability to interpret traffic-engineering analysis and translate operational requirements into appropriate geometric design solutions.

  • Experience applying recognized roadway-design standards and preparing design calculations, drawings, quantities, and technical specifications.

  • Strong field judgment and ability to identify practical, constructible solutions within constrained urban environments.

  • Good written and verbal communication skills in English and ability to work effectively within multidisciplinary design teams.

What Desired Skills You’ll Bring:

  • Previous roadway-design experience in Riyadh, Saudi Arabia, or the GCC.

  • Familiarity with Saudi highway and urban-road design standards and RCRC/MOT/MOMRAH requirements where applicable.

  • Experience with traffic-management quick wins, intersection improvement programs, corridor upgrades, access management, or congestion-relief projects.

  • Experience supporting construction-stage design review and field issue resolution on live urban roads.

  • Professional engineering registration such as PE, CEng, or equivalent is an advantage.

  • Arabic language skills are desirable but not required.
