Parsons is looking for an amazingly talented Roads Coordinator – Dry Utilities to join our team!
What You’ll Be Doing
Coordinate dry utility works associated with roads, access roads, service roads, parking areas, and airfield infrastructure.
Coordinate interfaces between road construction and dry utility networks.
Review approved road and dry utility drawings, profiles, sections, and details.
Ensure utility requirements are identified and completed before road and pavement construction.
Coordinate utility crossings, duct banks, chambers, manholes, sleeves, conduits, and protection systems.
Monitor construction sequencing to prevent clashes, rework, and damage to installed utilities.
Coordinate with Contractors and Subcontractors on dry utility work fronts.
Track outstanding utility works that may impact road construction.
Identify technical, access, design, and construction constraints and coordinate their resolution.
Support RFIs, Technical Queries, design clarifications, and site coordination issues.
Participate in road and utility coordination meetings.
Coordinate with Planning teams to align dry utility works with road construction milestones.
Monitor progress and provide regular updates on utility-related constraints.
Coordinate inspections and testing with QA/QC teams.
Support completion, testing, as-built verification, and handover of dry utility works.
Ensure completed utility works are properly protected before subsequent road activities.

Coordinate dry utility installation before subgrade, sub-base, base course, and pavement activities.
Verify utility routes, levels, depths, and clearances against approved road profiles.
Coordinate duct banks and utility crossings beneath roads.
Ensure utility chambers and manholes are installed at correct locations and levels.
Coordinate chamber covers and frames with final pavement levels.
Verify required protection and concrete encasement for utilities below roads.
Coordinate utility sleeves and crossings before road construction progresses.
Ensure dry utilities are adequately protected from construction traffic and subsequent works.
Coordinate temporary protection, diversion, and relocation of existing utilities.
Identify conflicts between utility routes and road foundations, drainage, kerbs, and other infrastructure.
Coordinate final utility locations and records with Survey and GIS / BIM teams.
Coordinate with Roads and Dry Utilities Engineers on design interfaces.
Review road cross-sections and utility layouts to identify conflicts.
Coordinate changes to utility routes resulting from road design development.
Ensure construction teams use the latest approved drawings and revisions.
Track outstanding design information affecting road and utility construction.
Support resolution of RFIs and Technical Queries.
Coordinate with Drainage, Wet Utilities, Structures, Landscape, Irrigation, Traffic, and other disciplines.
Support BIM / GIS coordination and clash identification where applicable.
Coordinate daily and weekly work fronts between road and dry utility Contractors.
Monitor utility installation progress against road construction requirements.
Coordinate excavation, duct installation, chamber construction, backfilling, and reinstatement.
Ensure utility inspections are completed before backfilling.
Coordinate testing and approval of dry utility installations prior to road closure.
Monitor protection of installed utilities during earthworks and pavement construction.
Coordinate road reinstatement following utility works.
Support resolution of site constraints and construction conflicts.
Minimize rework by ensuring utility works are completed and approved before pavement construction.
Coordinate dry utilities associated with airport roads, airside roads, taxiways, aprons, parking areas, and external infrastructure.
Support coordination of utilities within airside and landside environments.
Coordinate works around existing live airport utilities and operational infrastructure.
Ensure road and utility activities comply with airport access, safety, security, and operational requirements.
Coordinate temporary routes, diversions, and utility protection in operational areas.
Support phased construction and handover of road and dry utility infrastructure.
Coordinate with QA/QC teams to ensure dry utility inspections are completed before road works proceed.
Monitor WIRs, MIRs, ITPs, and inspection requirements.
Ensure utility duct banks, chambers, conduits, and cable infrastructure are inspected before concealment.
Coordinate dry utility testing and verification activities.
Monitor testing of electrical and telecom infrastructure where applicable.
Ensure test results and inspection records are available prior to road closure.
Support NCR resolution and corrective actions related to road / utility interfaces.
Verify final utility locations and levels before completion.
Coordinate with Survey teams to verify utility coordinates, levels, alignments, and depths.
Ensure utility locations are surveyed before backfilling and pavement construction.
Coordinate as-built information for completed dry utility networks.
Support BIM / GIS updates based on verified site conditions.
Ensure utility records are properly incorporated into project documentation.
Support final handover documentation for road and dry utility interfaces.
Coordinate dry utility activities with the road construction schedule.
Review weekly and lookahead programs.
Track utility activities that are on the critical path for road construction.
Identify potential delays caused by design, materials, access, interfaces, or construction constraints.
Support recovery plans where utility works are behind schedule.
Provide regular status updates on dry utility readiness for road construction.
Bachelor's Degree in Civil Engineering, Electrical Engineering, Infrastructure Engineering, or a related discipline.
Minimum 5 years of relevant experience in roads, infrastructure, dry utilities, or multidisciplinary construction projects.
Strong experience coordinating dry utilities with road and infrastructure works
Experience with electrical duct banks, telecom, ICT, ELV, street lighting, utility chambers, and underground services.
Experience on major airport, infrastructure, transportation, or large-scale development projects is preferred.
Good understanding of road construction, utility corridors, underground services, and utility crossings.
Ability to read and coordinate road profiles, cross-sections, utility layouts, and construction drawings.
Experience working with Contractors, Consultants, Survey, BIM/GIS, QA/QC, and Engineering teams.
Good understanding of construction planning, inspection, testing, and HSE requirements.
Strong communication, coordination, reporting, and problem-solving skills.
