Job Description

Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets.

The Road Safety Officer is responsible for developing, implementing, monitoring, and continuously improving EACOP's road transport safety management system during the Operations Phase. This role ensures that all transportation activities involving personnel, materials, fuel, equipment, contractors, and service providers are conducted safely and in compliance with EACOP requirements, national regulations, and international road safety standards.

The position supports EACOP's objective of achieving zero road fatalities, minimizing transport-related incidents, and maintaining full compliance with company HSE and Logistics requirements.

Principle Responsibilities

1. Road Safety Management

  • Implement and maintain the EACOP Road Safety Management Plan.
  • Develop road safety policies, procedures, standards, and work instructions applicable to operational logistics activities.
  • Ensure alignment with EACOP HSE Management System and Transport Management Procedures.
  • Monitor compliance with road transport safety requirements across all operational sites and transportation contractors.
  • Promote a strong road safety culture throughout EACOP operations.

2. Driver Management

  • Verify driver competency, licensing, medical fitness, and certification requirements.
  • Participate in driver assessment, onboarding, and periodic re-evaluation programs.
  • Coordinate defensive driving, fatigue management, and road safety awareness training.
  • Monitor driver performance through journey management systems, telematics, and incident records.
  • Identify high-risk driving behaviors and implement corrective actions.

3. Contractor and Fleet Compliance

  • Conduct audits and inspections of transport contractors and fleet operators.
  • Ensure contractor compliance with EACOP transport safety standards.
  • Review vehicle inspection records, maintenance schedules, certifications, and roadworthiness requirements.
  • Monitor fleet safety performance indicators and recommend improvement initiatives.
  • Support contractor performance reviews and prequalification assessments..

4. Journey Management and Operational Controls

  • Verify implementation of Journey Management Plans (JMPs).
  • Monitor compliance with driving hour limitations, fatigue management requirements, and vehicle utilization standards.
  • Assess transport risks associated with operational activities and propose mitigation measures.
  • Support route risk assessments and road condition monitoring.
  • Coordinate transport-related emergency preparedness and response activities.

5. Incident Investigation and Reporting

  • Lead or participate in investigations of vehicle incidents, near misses, unsafe acts, and transport-related emergencies.
  • Identify root causes and develop corrective and preventive actions.
  • Track closure of action items arising from investigations and audits.
  • Prepare road safety performance reports and dashboards for management.
  • Maintain accurate records of safety observations, incidents, inspections, and corrective actions..

6. Performance Monitoring and Continuous Improvement

  • Develop and track road safety KPIs and leading indicators.
  • Analyze telematics, journey management, and incident data to identify trends and improvement opportunities.
  • Conduct regular road safety campaigns, toolbox talks, and awareness programs.
  • Benchmark EACOP road safety performance against industry best practices.
  • Recommend initiatives to improve fleet safety, driver behavior, and road risk management.

7. Stakeholder Engagement

  • Coordinate with HSE, Security, Operations, Facilities, and Contractors on road safety matters.
  • Liaise with regulatory authorities, road safety agencies, and emergency response organizations when required.
  • Provide expert advice to management on transport safety risks and mitigation strategies.
  • Participate in cross-functional operational risk assessments.

Vehicle and contractor compliance audits.

Driver competency and training records.

Incident investigation reports and corrective action tracking.

Journey Management compliance reports.

Annual Road Safety Improvement Plan.

Requirements

    • Bachelor's Degree in Transport Management, Logistics, Occupational Health & Safety, Engineering, or related discipline.
    • Professional certification in Road Safety, Transport Safety, HSE, or Fleet Management is desirable.
    • Minimum 7–10 years of experience in transport, logistics, road safety, or HSE management.
    • Minimum 5 years in a road safety or transport safety role within large industrial, oil & gas, infrastructure, mining, or energy projects.
    • Experience in managing transport contractors and commercial fleet operations.
    • Experience with journey management systems and vehicle telematics.
    • Experience in incident investigation and root cause analysis.
    • Experience in oil & gas, infrastructure, or large field operations is an advantage.
