We are looking for a Risk & Outsourcing Officer to join our team for a maternity leave cover The risk manager will reports to the Board and administratively to the Company’s CEO

Your key responsibilities will include:

Risk Management

  • Develop, implement, and maintain the Risk Management Framework – covering strategy, policy, methodology, the Risk Register, and related documentation.
  • Facilitate quarterly risk workshops with risk owners to update risk assessments, probability/impact ratings, and improvement plans; prepare quarterly and annual risk reports for the Board.
  • Monitor Key Risk Indicators (KRIs) and Early Warning Indicators (EWIs) together with risk owners; maintain the Incidents Register, coordinate root cause analysis and corrective action tracking.
  • Maintain and annually review the Incident Management Policy, Business Continuity Policy, BCP, and Disaster Recovery procedures; participate in annual BCP testing.
  • Monitor the internal risk control environment and recommend improvements where gaps are identified.
  • Develop training materials and deliver employee training on risk management, KRIs/EWIs, incident management, and business continuity.

Outsourcing

  • Develop and maintain the Outsourcing Framework – including Outsourcing Policy, Procedure, Third-Party Management Policy, and related registers.
  • Conduct risk-based due diligence on prospective providers, covering financial stability, operational capability, information security, and regulatory compliance.
  • Review and negotiate outsourcing agreements to ensure mandatory provisions are included (audit rights, data protection, BCP, sub-outsourcing controls).
  • Run a continuous monitoring programme for all outsourced functions – covering SLA and quality compliance, performance evaluation, and BCP measures, with heightened scrutiny for critical and important services.
  • Manage concentration risk; escalate material incidents or non-compliance to senior management and, where required, to the Bank of Lithuania.
  • Ensure all outsourcing arrangements comply with EBA/GL/2019/02, DORA, GDPR, and PSD2/PSD3; prepare and submit regulatory notifications; liaise with supervisors and auditors as required.
  • Maintain documented exit strategies and contingency plans for all critical and important outsourced functions.

Requirements

What Makes You a Great Fit

  • University degree in Finance, Law, Economics, Business Administration, or a related field.
  • 4+ years of experience in risk management or outsourcing governance in a financial institution or regulated environment.
  • Knowledge of AML/KYC and EU financial services regulations (EBA guidelines, DORA, PSD2/PSD3, GDPR).
  • Proactive, analytical, and organised - comfortable managing multiple workstreams under tight deadlines.
  • Full professional proficiency in Lithuanian and English;
  • Risk management certification or relevant qualification courses are an advantage
