The Risk, Control & Compliance Manager will lead and inspires the centre team, co-workers, and external security guard service to optimize safety, security, and compliance in the store for both the customer, and co-workers, using the knowledge of Ikano Safety and Security Manual, Rules, and Standard operating procedures. To lead the deliverables of the Risk, Control and Compliance agenda to ensure a healthy working environment, where risks are mitigated and functions are supported in identifying, assessing, and proactively handling risks to ensure compliance with Ikano Safety and Security rules and local (country and regional) legislation.

Your assignment

Building Business Competence

  • Work together with relevant stakeholders to:
    • Ensure business process compliance, i.e. standard operating procedures compliance.
    • Identify the business unit or country-specific safety & security hazards, process gaps and incorporate preventive, protective, and control measures, and programs to address identified risks.
    • Define, establish, and implement operating procedures, and standards that are properly connected with the relevant local authorities, Ikano requirements, and working routines.
    • Ensure the safety and security operating systems are developed, designed, and installed to meet Ikano requirements and local legislation.
    • Ensure the adaption of internal and national requirements to meet Ikano’s safety & security intended level of protection.
    • Develop and / or update and implement operations guidelines, standards and procedures in accordance with the company’s standards and legislation.
  • Take an active role in the design and build-up stage or rebuild of the centre to support the implementation of the Ikano safety & security requirements.
  • Provide expertise on and responsible for the development of training materials for co-workers and external partners to meet Ikano’s risk appetite.
  • Responsible for the performance of the on-site supervisor and staff of the outsourced security service providers of the centre.
  • Ensuring that the company’s standards and rules are fulfilled in fire prevention, intrusion alarm, access control, video surveillance, safety systems.
  • Responsible for the education and training administration of risk knowledge, and working methods, including audits, reports, and maintaining/filing records as required.
  • To lead and drive risk topics regarding potential operational challenges in the units including implementation of the crowd management plan, traffic plan, process gaps, and risk exposure.
  • To ensure the unit is meeting compliance requirements by achieving positive results for all internal and external audits such as Sec Check, insurance, process audit and authorities’ inspections.
  • To develop an action plan for administration in the centre, in consultation with the department managers, line managers, and Ikano Retail Risk, Control & Compliance Manager, and ensure that it is operationally implemented in line with Rules and SOPs.
  • To Coordinate with the unit Emergency Response Team and management for the handling of any emergency cases and provide appropriate actions according to the unit Emergency Management Plan.
  • To represent the Ikano brand with outside agencies (e.g. Police, fire brigade, external guard services companies, etc) and update centre management and Ikano Retail Risk and Compliance Manager of any regulatory changes to ensure the viability of these relationships.
  • To drive a Risk & Compliance culture by developing leadership with a conscious approach to identifying and implementing systems to detect, analyse, and reduce business loss, and financial impact, and prevent incidents and accidents. i.e. Risk assessment of various processes.
  • To develop a compliance process in the unit to identify, together with the department managers in the centre and the Ikano Retail Risk, Control and Compliance Manager (RCCM), improvement potentials. Report on a tertial basis the centre compliance status to the Ikano Retail RCCM.
  • Educate and empower all co-workers and external service providers on all aspects of the Ikano Code of Conduct, Anti-corruption & Bribery Policy, operational procedures, and local legislation relating but not limited to health, safety and security, and the environment, cultivating a culture of transparency and ethical conduct.
  • Accountable for investigation and reporting of internal and external incidents and accidents in line with Ikano and local legislation requirements, recommending resolution and revision of routines as necessary.
  • To co-ordinate, the insurance claims procedures. Liaise with Ikano Retail Risk and Compliance Manager, insurance brokers, and local insurance companies, as required. Conduct root cause analysis to reduce incidents from recurring.
  • Responsible for safety & security budget on Opex & Capex.
  • Be the initial point of contact when fraudulent activities or unethical behaviours (including but not limited to harassment, and co-worker misconduct) are suspected or identified. Investigate if required.
  • Act as a responsible partner internally and externally, committed to creating a positive impact on people and the planet by taking relevant actions that contribute towards our long-term sustainability objectives.

Regulatory Compliance & External Coordination

  • Lead all engagement with external authorities such as Bomba (Fire & Rescue Department of Malaysia) to ensure full compliance with statutory fire safety requirements. Develop, implement, and review the Fire Safety requirement and manage and oversee the internal Fire Safety Office and Emergency Response Team (ERT).
  • Act as the primary liaison between the landlord and local safety authorities, including Bomba/DOSH, ensuring all documentation, inspections, and certifications are accurately maintained and updated.
  • Prepare periodic fire safety performance reports for management review and submit them to Bomba as required to obtain the building’s annual fire certificate.
  • Coordinate fire drills and evacuation exercises with Bomba, ensuring alignment with local authority requirements and internal safety standards.
  • Monitor, review, and implement fire protection systems, equipment, and procedures to ensure they meet local Bomba standards and Ikano risk compliance framework.
  • Maintain accurate and up-to-date records of inspections, certifications, fire drills, and compliance reports.
  • Conduct fire safety training programs for staff, contractors, and tenants to increase awareness and preparedness.
  • Ensure all policies, procedures, and training meet both Ikano’s internal risk compliance and Bomba requirements as per the safety regulations.

Qualifications

  • Bachelor’s or master’s degree in occupational health/safety, Environmental Engineering or a related field with 10+ years of experience in a similar or compliance role in retail or related industries (minimum with 3+ years in managerial level.
  • Experience with incident reporting and claims handling process with insurance company.
  • Experience in managing FCC and security guards.
  • Experience dealing with fire drills, system testing, and crisis management, investigating fraud and unethical behaviours.
  • Experience in setting and implementing long-term strategic plans, setting budgets, and following up goals.
