What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the Position

The Risk & Assurance Manager supports management, coordinators, and staff in identifying risks and designing, implementing, and monitoring effective risk management practices, including internal controls. The role ensures that the delegation’s activities meet institutional standards of integrity, accountability, and effectiveness, while providing assurance to stakeholders, including affected populations and donors. The position also contributes to strengthening compliance, risk mitigation, and control systems across programmes, including those implemented with partners.

Main Duties & Responsibilities

  • Identify, assess, and prioritize operational and programmatic risks, and advise on mitigation measures.
  • Ensure clear ownership of risks and monitor implementation of mitigation plans.
  • Provide technical guidance on risk management practices, internal controls, and due diligence processes.
  • Strengthen risk awareness through training and communication with staff and partners.
  • Monitor and evaluate the effectiveness of risk management systems and recommend improvements.
  • Support management decision-making through risk analysis and reporting.
  • Ensure appropriate controls and monitoring systems are integrated into programmes and partnerships.
  • Conduct field visits to assess risk mitigation measures and advise on improvements.
  • Act as focal point for audits, internal controls, and donor reviews.
  • Collaborate with internal stakeholders to address transversal risks and improve practices.
  • Lead and supervise the Risk & Assurance team.

Relationships

Internally:
Interacts with Delegation Management and Coordinators, business process and policy owners, HR, Internal Control units, Ethics Risk and Compliance Office (ERCO), Internal Auditors, and other relevant stakeholders.

Externally:
Interacts with external auditors and donors at country or regional level.

Education & Experience Required

  • University degree in Business Administration, Law, or another relevant field.
  • Professional certifications in risk, compliance, audit, or related fields (e.g. CPA, CIA) or equivalent experience.
  • Minimum 10–12 years of relevant professional experience, including significant field experience in complex environments.
  • Proven experience in people management and team supervision.
  • Strong international experience in humanitarian or high-risk environments.

Desired Profile & Skills

  • Strong expertise in risk management, internal controls, and compliance frameworks.
  • At least 5–6 years of experience within the ICRC or similar humanitarian contexts is highly desirable.
  • Certification in project management and/or process improvement (e.g. Lean Six Sigma) is an asset.
  • Excellent analytical and strategic thinking abilities.
  • Strong advisory and influencing skills.
  • High level of accountability and integrity.
  • Ability to manage complexity and work in challenging environments.
  • Strong communication, stakeholder management, and networking skills.
  • Leadership and team management capabilities.
  • Ability to promote a culture of risk awareness and continuous improvement.

Languages

  • Fluency in English (C1 or above)
  • Additional knowledge of languages such as Ukrainian or Russian are an asset (B2 or above)

Our Operational and Field Constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
  • Candidates must be in good health and will undergo a medical check-up prior to deployment.
  • Candidates must possess a valid driving license (manual transmission).
  • Candidates must be prepared to accept unaccompanied postings for at least the first two missions (minimum 24 months total).
