What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the Position

The Risk & Assurance Manager provides expertise and support to management and staff in the design, implementation and monitoring of effective risk-management practices, including risk-based internal controls, within a highly complex operational environment.

Main Duties & Responsibilities

  • Identify, assess, and prioritize operational and programmatic risks, and advise on mitigation measures.
  • Ensure clear ownership of risks and monitor implementation of mitigation plans.
  • Provide technical guidance on risk management practices, internal controls, and due diligence processes.
  • Strengthen risk awareness through training and communication with staff and partners.
  • Monitor and evaluate the effectiveness of risk management systems and recommend improvements.
  • Support management decision-making through risk analysis and reporting.
  • Ensure appropriate controls and monitoring systems are integrated into programmes and partnerships.
  • Conduct field visits to assess risk mitigation measures and advise on improvements.
  • Act as focal point for audits, internal controls, and donor reviews.
  • Collaborate with internal stakeholders to address transversal risks and improve practices.
  • Supports implementation of the Code of Conduct and integrity initiatives.
  • Promotes prevention of misconduct and provides guidance on ethical matters.

Relationships

Internally:
Interacts with delegation management, coordinators, field managers, risk and assurance functions, internal controllers, ERCO, and internal auditors.

Externally:
Engages with external auditors and donors at delegation level

Education & Experience Required

  • University degree in Business Administration, Law, or another relevant field.
  • Professional certifications in risk, compliance, audit, or related fields (e.g. CPA, CIA) or equivalent experience.
  • Minimum 10–12 years of relevant professional experience, including significant field experience in complex environments.
  • Proven experience in people management and team supervision.
  • Strong international experience in humanitarian or high-risk environments.

Desired Profiles & Skills

  • Experience with donor compliance and audit processes is an asset
  • Prior field experience in humanitarian or international organizations is highly desirable
  • Strong analytical and critical thinking skills
  • Ability to translate risk frameworks into operational solutions
  • Excellent communication, training and influencing skills
  • Strong coordination and stakeholder management abilities
  • High level of integrity, discretion and accountability
  • Ability to work under pressure in complex environments
  • Proactive and solution-oriented mindset

Languages

  • Fluency in English (minimum C1 level)
  • Good command of other operational languages, such as Arabic, is a strong asset

Our Operational & Field Constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and undergo a medical check-up prior to deployment
  • Candidates must possess a valid driving license (manual transmission)
  • Candidates must be prepared to work in complex and potentially volatile environments
