LandSolutions Inc. is seeking experienced Right-of-Way Agents to support utility, electric transmission, renewable energy, and infrastructure projects throughout New Mexico and Arizona.
The Right-of-Way Agent is responsible for establishing positive relationships with landowners and acquiring the property rights required for project development, construction, and operation. This includes easements, fee simple purchases, rights-of-entry, temporary workspace agreements, access agreements, permits, licenses, and other land-related interests.
The successful candidate will be comfortable conducting face-to-face landowner outreach, explaining project requirements, addressing concerns, and negotiating voluntary, mutually beneficial agreements. This position requires strong communication, negotiation, documentation, and relationship-management skills.
RESPONSIBILITIES
· Conduct face-to-face outreach with landowners, occupants, and other affected stakeholders.
· Establish and maintain respectful, professional, and productive landowner relationships.
· Negotiate voluntary and mutually beneficial agreements for easements, rights-of-way, access rights, temporary workspace, licenses, permits, and other property interests.
· Support fee-simple property acquisitions, partial acquisitions, and property subdivision requirements, when applicable.
· Obtain rights-of-entry and survey access agreements to support preliminary project activities.
· Explain project plans, proposed property impacts, compensation, and agreement terms clearly and professionally.
· Review title reports, deeds, ownership records, encumbrances, survey plans, plats, legal descriptions, and property maps.
· Identify ownership issues, title requirements, property constraints, and potential land-related risks.
· Prepare and present offer packages, acquisition documents, correspondence, landowner
notifications, and supporting documentation.
· Negotiate compensation, damages, access arrangements, and other land-related considerations within established project authority.
· Coordinate with project managers, title agents, surveyors, engineers, legal counsel, permitting specialists, GIS teams, and other project personnel.
· Review route alignments, construction plans, engineering drawings, and survey documentation to understand potential property impacts.
· Maintain complete, accurate, and timely records of landowner contacts, negotiations, commitments, agreements, and outstanding action items.
· Update land acquisition tracking systems, contact logs, status reports, and project records.
· Support the resolution of landowner concerns, access issues, title matters, and other project constraints.
· Attend internal project meetings, landowner meetings, public meetings, and stakeholder engagement activities as required.
· Ensure acquisition activities comply with applicable laws, regulations, project procedures, contractual requirements, and LandSolutions policies.
· Manage assigned properties and landowner files independently while meeting project schedules and acquisition targets.
· Perform other land acquisition and right-of-way responsibilities as required.
QUALIFICATIONS AND COMPETENCIES
· Three or more years of experience in right-of-way acquisition, land acquisition, surface land, real estate, or a related field.
· Experience supporting electric transmission, utility, renewable energy, pipeline, transportation, or other linear infrastructure projects is strongly preferred.
· Demonstrated experience negotiating easements, fee-simple purchases, rights-of-entry, access agreements, temporary workspace agreements, licenses, permits, and related property interests.
· Experience conducting in-person landowner outreach and negotiations.
· Working knowledge of title reports, deeds, legal descriptions, survey plans, plats, ownership research, and property records.
· Ability to interpret route maps, engineering drawings, construction plans, survey documentation, and GIS information.
· Strong negotiation, conflict-resolution, stakeholder-engagement, and relationship-management skills.
· Ability to explain technical, legal, and property-related information in clear and understandable language.
· Excellent verbal and written communication skills.
· Strong organizational skills and attention to detail.
· Ability to manage multiple landowner files, priorities, and deadlines.
· Ability to work independently in the field while collaborating effectively with a broader project team.
· Proficiency in Microsoft Office Suite and familiarity with GIS, land-management, mapping, or property research systems.
· Valid driver’s license and reliable transportation.
· Ability and willingness to travel regularly throughout the assigned project area.
· Ability to successfully complete any project-required background screening.
PREFERRED QUALIFICATIONS
· Bachelor’s degree, diploma, or equivalent combination of education and relevant experience in Real Estate, Land Administration, Planning, Business, Agriculture, Environmental Studies, or a related discipline.
· Experience working on large-scale electric transmission or utility infrastructure projects.
· Experience with fee-simple acquisitions, partial property acquisitions, subdivision requirements, and complex easement negotiations.
· Familiarity with New Mexico or Arizona land practices, property records, regulatory requirements, and stakeholder environments.
· Experience communicating with private landowners, governmental entities, municipalities, Tribal Nations, utilities, and other public or private stakeholders.
· Experience coordinating title, survey access, permitting, and GIS-related project activities.
· Professional designation or membership with the International Right of Way Association is considered an asset.
