Change Management Specialist

Project Overview

Digital Health, a Shared Health service, facilitates the improvement and enablement of healthcare delivery transformation through the effective use of information and communication technology. The initiative focuses on providing efficient, effective information management and communication technology processes across the provincial healthcare sector.

The Change Management Specialist will play a key role in supporting large-scale digital transformation initiatives by developing and executing organizational change management strategies, stakeholder engagement activities, communication plans, training programs, and organizational readiness initiatives to ensure successful adoption of new technologies, processes, and clinical practices.

Work Location

  • Onsite work in Winnipeg, Manitoba is required for meetings, workshops, stakeholder engagement sessions, and other project-related activities.
  • Some services may be performed remotely within Canada.
  • Services must not be performed remotely from outside of Canada.

Resource Requirements

  • One (1) Full-Time Individual Resource.

Mandatory Qualification

The successful candidate must possess:

  • Valid Prosci ADKAR Change Management Certification.
  • Proof of certification must be provided.

Key Responsibilities

Organizational Change Management

  • Develop and execute comprehensive organizational change management (OCM) strategies and plans for healthcare technology and process transformation initiatives.
  • Conduct organizational readiness assessments to identify change impacts, adoption barriers, and readiness levels across stakeholder groups.
  • Perform stakeholder analysis and develop engagement strategies for clinical, operational, and executive stakeholders.
  • Identify change-related risks and develop mitigation and adoption strategies.
  • Monitor organizational adoption and change effectiveness through established metrics and reporting mechanisms.

Stakeholder Engagement and Communications

  • Collaborate with executive sponsors, senior leadership, clinical leaders, and operational teams to support change initiatives.
  • Develop communication strategies and communication plans that align with project objectives and stakeholder needs.
  • Provide communication coaching and advisory support to senior leaders and project sponsors.
  • Facilitate stakeholder workshops, engagement sessions, and change impact assessments.
  • Prepare executive-level presentations, briefing materials, and change readiness reports.

Training and Learning Development

  • Develop training strategies, curricula, learning materials, and supporting documentation for new systems and process changes.
  • Design and deliver training programs for diverse stakeholder groups across large and complex healthcare environments.
  • Coordinate training activities, schedules, and readiness assessments.
  • Support knowledge transfer and end-user adoption activities.

Clinical Transformation Support

  • Support implementation of standardized clinical processes and care plans across multiple healthcare organizations.
  • Facilitate change activities associated with Electronic Health Record (EHR) implementations and upgrades.
  • Collaborate with clinical stakeholders to ensure successful adoption of clinical workflows and digital health solutions.
  • Support transition planning and operational readiness activities for healthcare transformation initiatives.

Reporting and Governance

  • Provide regular status reporting on change management activities, risks, issues, and adoption outcomes.
  • Participate in project governance meetings and contribute to project planning activities.
  • Maintain documentation related to change management, communications, training, and stakeholder engagement.

Required Skills and Experience

Organizational Change Management Experience

  • Minimum 10 years of experience performing organizational change management activities related to information technology or process transformation initiatives.
  • Demonstrated experience conducting:
    • Organizational readiness assessments
    • Stakeholder analysis
    • Change impact assessments
    • Risk identification and mitigation
    • Development and execution of change management plans
  • Experience supporting healthcare-related transformation initiatives is preferred.

Leadership Communications Experience

  • Minimum 5 years of experience working with senior leadership to:
    • Develop communication strategies
    • Create executive communications
    • Deliver communication coaching
    • Support sponsor engagement activities

Healthcare Transformation Experience

  • Minimum 2 years of experience providing organizational change management support during the implementation of standardized clinical plans across multiple healthcare organizations.
  • Experience managing stakeholder engagement within complex healthcare environments.

Training Development Experience

  • Minimum 5 years of experience developing training materials, learning programs, and curricula supporting process changes in large, complex organizations.
  • Experience creating and delivering training for organizations with more than 1,000 employees is highly desirable.

EHR Implementation Experience

  • Minimum 2 years of experience performing organizational change management activities related to implementation or upgrades of:
    • EEIS (Enrollment and Episodic Information Sharing), or
    • Comparable Electronic Health Record (EHR) systems in clinical environments.

Preferred Qualifications

  • Experience working within provincial healthcare systems or public sector healthcare organizations.
  • Strong understanding of healthcare operations, clinical workflows, and digital health initiatives.
  • Experience supporting enterprise-wide technology transformation programs.
  • Exceptional facilitation, presentation, and stakeholder management skills.
  • Strong written and verbal communication skills.
  • Experience working in complex, multi-stakeholder environments.
