Business Analyst
Project Overview
Digital Health, a Shared Health service, facilitates the improvement and enablement of healthcare delivery transformation through the use of information and communication technology. The focus is to provide efficient, effective information management and communication technology processes across the provincial healthcare sector.
The Business Analyst will support healthcare transformation initiatives by gathering and documenting business requirements, analyzing clinical and operational processes, conducting gap analyses, facilitating stakeholder engagement, supporting system implementation activities, and ensuring business needs are translated into effective technology solutions. The role requires extensive experience in healthcare information systems, process mapping, testing, quality assurance, and healthcare interoperability standards.
Work Location
- Onsite work in Winnipeg, Manitoba is required for meetings, workshops, and project-related activities.
- Some services may be performed remotely within Canada.
- Services must not be performed remotely from outside of Canada.

Mandatory Qualifications
Required Certification
- Valid PRINCE2 Foundation or PRINCE2 Practitioner Certification.
- Proof of certification must be provided.
Required Education
- Degree, Diploma, or Certification in Business Analysis.

Key Responsibilities
Business Analysis and Requirements Management
- Elicit, analyze, validate, and document business, clinical, and technical requirements.
- Facilitate stakeholder workshops, interviews, and requirements-gathering sessions.
- Develop business requirements documents, functional specifications, use cases, and process models.
- Analyze existing business processes and identify opportunities for improvement.
- Conduct capability gap assessments and recommend process and technology solutions.
- Ensure business requirements align with project objectives and organizational priorities.
Process Mapping and Workflow Analysis
- Document current-state and future-state business processes and workflows.
- Analyze healthcare service delivery models and identify operational improvement opportunities.
- Collaborate with clinical and operational stakeholders to optimize workflows and business processes.
- Develop process maps, workflow diagrams, and business process documentation.
Healthcare Information System Implementation
- Support implementation and enhancement of healthcare information systems.
- Participate in planning, analysis, design, testing, deployment, and post-implementation activities.
- Work closely with clinical stakeholders to understand operational requirements and ensure solution alignment.
- Support organizational readiness and transition activities related to system implementations.
Integration and HL7 Testing
- Support testing and validation of healthcare information system integrations.
- Develop and execute integration test scenarios involving HL7 messaging standards.
- Analyze interface specifications and validate data exchanges between systems.
- Identify, document, and support resolution of integration issues.
- Collaborate with technical teams, vendors, and stakeholders during interface testing activities.
Quality Assurance and Testing
- Develop test plans, test cases, test scripts, and testing documentation.
- Execute functional, integration, system, and user acceptance testing activities.
- Coordinate testing efforts with business users and project teams.
- Document test results, defects, and recommendations for remediation.
- Ensure solutions meet business, clinical, and operational requirements before deployment.
Electronic Medical Record (EMR) Support
- Support implementation, enhancement, and optimization of Electronic Medical Record (EMR) systems.
- Analyze clinical workflows and user requirements associated with EMR usage.
- Collaborate with clinical teams to support adoption and effective use of EMR solutions.
- Assist with data validation, workflow design, and system testing activities.
Documentation and Reporting
- Develop and maintain project documentation throughout the project lifecycle.
- Prepare business cases, requirements documents, process maps, testing documentation, and status reports.
- Present findings, recommendations, and project updates to stakeholders and project leadership.
- Support project governance and reporting activities.
Required Skills and Experience
Business Analysis and Process Mapping
- Minimum 10 years of experience in a Business Analyst or Systems Analyst role supporting information system implementation projects.
- Extensive experience with:
- Requirements elicitation and documentation
- Business process analysis
- Process mapping and workflow analysis
- Gap analysis
- Business requirements management
- Stakeholder engagement
- At least one project must include experience within an acute care environment.
Healthcare Project Experience
- Minimum 6 years of experience implementing projects within healthcare environments.
- Experience analyzing healthcare service delivery models and workflows.
- Demonstrated experience working with clinical stakeholders, healthcare leaders, and operational teams.
HL7 Integration Testing
- Minimum 5 years of experience testing integrations between healthcare information systems using HL7 standards.
- Experience validating healthcare interfaces, messaging workflows, and data exchanges in clinical environments.
Quality Assurance and User Acceptance Testing
- Minimum 5 years of experience as a Quality Assurance Analyst or equivalent role.
- Experience with:
- Test planning
- Test script creation
- Functional testing
- Integration testing
- User Acceptance Testing (UAT)
- Defect management
- Test result documentation
Electronic Medical Record Experience
- Minimum 2 years of experience working with Electronic Medical Record (EMR) systems within healthcare environments.
- Experience supporting EMR implementations, enhancements, testing, or workflow optimization activities.
