Job Title: Digital Health Transformation Lead (Change & Implementation Specialist)

Work Location: Winnipeg, Manitoba (In-person required with limited remote access within Manitoba only)

Employment Type: Full-Time, One Resource

Project Description

Digital Health, a Shared Health service, is responsible for enabling and supporting the transformation of healthcare delivery across Manitoba through the effective use of information and communication technology. The role focuses on improving service delivery, enhancing system integration, and ensuring efficient information management across the provincial health sector.

This position supports large-scale digital transformation initiatives that modernize healthcare systems, improve patient care delivery, and strengthen cross-sector communication and information flow.

The Digital Health Transformation Lead is responsible for leading complex technology-enabled transformation initiatives within the healthcare sector. This includes overseeing business and digital change initiatives, stakeholder engagement, policy development, process redesign, and organizational change management activities.

The role requires extensive experience in enterprise-scale implementations, structured change management, and cross-functional stakeholder coordination across clinical, operational, and executive environments.

Key Responsibilities


  • Lead large-scale digital health transformation, system implementation, and upgrade initiatives across healthcare environments

  • Develop and execute change management strategies including readiness assessments, stakeholder impact analysis, communication plans, and adoption frameworks

  • Facilitate business process redesign including current-state and future-state mapping and optimization

  • Engage and manage stakeholders across all levels, including frontline healthcare staff, operational leaders, and executive leadership

  • Develop and support policy creation and refinement within public sector or healthcare environments

  • Apply structured project management methodologies including Agile, SAFe, PRINCE2, and ITIL frameworks

  • Provide coaching and guidance to leadership teams on change adoption and resistance management

  • Support integration of digital health systems and improvement of information management processes

  • Ensure alignment of transformation initiatives with provincial healthcare strategy and compliance requirements

Mandatory Requirements (Pass/Fail)


  • Degree in Communications (proof required)

  • Prosci Change Management Certification (proof required)

  • PRINCE2 Foundation Certification (proof required)

  • ITIL 4 Certification (proof required)

1. Large-Scale Transformation Leadership (15 points)


  • Minimum 15 years' experience leading enterprise technology implementation, business transformation, and system upgrades

  • At least 3 detailed project examples demonstrating cumulative experience of 15+ years

2. Policy Development Experience (10 points)


  • Minimum 3 years' experience in policy development in public or private sector environments

  • At least 2 project examples totaling 3+ years

3. Business Process Design (10 points)


  • Minimum 8 years' experience in business process design, including current and future state analysis

  • At least 3 project examples totaling 8+ years

4. Stakeholder Engagement (10 points)


  • Minimum 8 years' experience managing engagement across diverse stakeholder groups, including executives and frontline staff

  • At least 3 project examples totaling 8+ years

5. Change Management Leadership (15 points)


  • Minimum 5 years' experience leading structured change management in complex environments

  • Includes readiness assessments, change strategy development, leadership coaching, and resistance management

  • At least 2 project examples totaling 5+ years
