Digital Health, a Shared Health service, facilitates the improvement and enablement of healthcare delivery transformation through the use of information and communication technology. The focus is to provide efficient, effective information management and communication technology processes across the provincial health sector.

PHI & PHIA Requirements
As part of the services under this RFR, the successful resource:

Will not have custody or control of Personal Health Information (PHI)

Will not perform the services of an Information Manager as defined in The Personal Health Information Act (Manitoba)
The Business Analyst will support healthcare transformation initiatives by collaborating with clinical and operational stakeholders to analyze business needs, improve workflows, and support implementation of digital healthcare solutions. The role will involve requirements gathering, business process mapping, software testing coordination, and support for healthcare technology implementations including electronic patient record systems and Microsoft 365 migration initiatives.
The successful candidate will possess strong healthcare domain expertise, experience working in acute care environments, and the ability to manage stakeholder engagement in complex clinical settings.
Key Responsibilities
Engage with clinical and operational stakeholders to gather, analyze, and document business and system requirements
Analyze current-state workflows and identify process improvement opportunities
Develop business process maps, workflow diagrams, gap analyses, and functional documentation
Support implementation and optimization of healthcare technology solutions
Facilitate workshops, meetings, and stakeholder discussions
Collaborate with project managers, technical teams, and clinical users throughout project delivery
Lead and execute software testing activities including:
Development of test plans
Test case creation
Test execution
Defect tracking and resolution support
Support implementation and/or optimization of Altera Sunrise EPR solutions
Support M365 mail migration initiatives within healthcare environments
Ensure deliverables align with organizational standards, project objectives, and healthcare compliance requirements
Provide status updates, documentation, and reporting as required
Mandatory Qualifications (Pass/Fail)
Certifications
The resource must possess:
Diploma or Certification in Business Analysis
Valid PRINCE2 Foundation or PRINCE2 Practitioner certification
Proof of certifications must be provided with the submission.
Required Skills and Experience
1. Healthcare Business Analysis Experience
Minimum 10 years' experience in an analyst role within a healthcare setting
Experience working directly with clinical stakeholders to implement workflow changes or new systems
Experience must include:
Requirements gathering and documentation
Business process mapping
Gap analysis and capability assessment
Must provide at least 3 project examples totaling a minimum of 10 years
2. Cardiovascular Health Project Experience
Minimum 1 year of experience implementing cardiovascular health projects in a large-scale acute care environment
Must provide at least 1 project example demonstrating relevant experience
3. Software Testing Experience
Minimum 3 years' experience leading and executing software testing activities
Experience must include:
Test planning
Testing estimates
Test case development
Test execution support
At least one project must be within a healthcare setting
Must provide at least 2 project examples totaling a minimum of 3 years
4. Altera Sunrise EPR Experience
Minimum 1 year of experience implementing or supporting Altera Sunrise EPR
Must provide at least 1 project example demonstrating relevant experience
5. M365 Mail Migration Experience
Minimum 1 year of experience implementing Microsoft 365 mail migration within a healthcare environment
Must provide at least 1 project example demonstrating relevant experience
Preferred Skills
Strong communication and stakeholder management skills
Experience working in large-scale healthcare transformation programs
Knowledge of clinical operations and acute care workflows
Experience with healthcare information systems and interoperability initiatives
