Role Overview:

As a Retrofit Buyer, you will play a pivotal role in supporting the delivery of energy efficiency and decarbonisation programmes across Wales and the South West. Responsible for the end-to-end procurement of materials, products, and specialist subcontractor services, you will ensure projects are delivered cost-effectively, on time, and in full compliance with PAS 2035 and associated funding requirements.

Working closely with Regional Project Managers, Commercial Teams, Surveyors, and Delivery Managers, you will develop and manage a high-performing regional supply chain, securing best value while maintaining quality, sustainability, and regulatory compliance across a diverse portfolio of retrofit schemes.

Responsibilities:

• Strategic Procurement: Source and procure retrofit materials, renewable energy technologies, and specialist subcontractor services, including insulation systems, Air Source Heat Pumps (ASHP), Solar PV, and ventilation solutions.
• Supply Chain Development: Build, manage, and strengthen relationships with regional suppliers, manufacturers, merchants, and delivery partners to ensure reliable supply, competitive pricing, and reduced lead times.
• Commercial Management: Negotiate favourable pricing agreements, payment terms, and contractual arrangements while identifying opportunities for cost savings and value improvements.
• Budget & Cost Control: Monitor material costs, review variations, challenge discrepancies, and manage supplier contra-charges to protect project margins and commercial performance.
• Compliance & Quality Assurance: Ensure all products, materials, and subcontractors meet PAS 2035 standards, statutory requirements, and client-specific funding criteria.
• Market Intelligence: Monitor market trends, commodity pricing, supplier performance, and emerging retrofit technologies to support informed procurement decisions.
• Stakeholder Collaboration: Work closely with surveyors, mobilisation teams, project managers, and commercial colleagues to develop accurate budgets, procurement schedules, and project delivery plans.
• Supplier Performance Management: Track supplier KPIs, conduct regular reviews, and implement improvement plans to drive quality, service, and value throughout the supply chain.

You Will Need:

• Proven experience in procurement, buying, or supply chain management within construction, social housing, planned maintenance, renewable energy, or retrofit environments.
• Strong understanding of building materials, insulation products, heating technologies, and renewable energy solutions.
• Knowledge of PAS 2035, ECO4, SHDF, GBIS, or other retrofit funding frameworks would be highly advantageous.
• Excellent negotiation, supplier management, and commercial analysis skills with a proven ability to deliver measurable cost savings.
• Experience working collaboratively with operational, commercial, and technical stakeholders within a project-based environment.
• Established supplier network across Wales and the South West would be a distinct advantage.
• Full UK Driving Licence and willingness to travel across the region as required.
