Job Description

The Construction Leader is responsible for coordinating site execution activities across a portfolio of 14 high-voltage synchronous condensers substation sites across Saudi Arabia, supporting the delivery and supervision of installation and commissioning works. The role ensures each site is adequately staffed, safely managed, and effectively coordinated with EPC contractors to deliver project milestones in line with quality, schedule, and customer requirements.
The Construction Leader acts as the central field execution leader across the portfolio, aligning site teams, execution priorities, and construction tactics with project objectives and EPC site conditions.

Multi-Site Construction Coordination

• Lead and coordinate construction and site execution activities across 14 substation sites in Saudi Arabia.

• Ensure consistent execution standards, site leadership, and reporting across all assigned locations.

• Oversee delivery and supervision of installation and commissioning activities at site level.

• Monitor site readiness, construction progress, constraints, and resource needs across the full portfolio.

Site Staffing and Mobilization

• Define site staffing needs based on project phase, workload, commissioning schedule, and site complexity.

• Mobilize and assign central office personel, site managers, supervisors, field engineers, and specialist resources across the 14 sites.

• Adjust staffing plans proactively to reflect changes in project priorities, site progress, or EPC readiness.

• Ensure competent site presence is maintained to support installation supervision, commissioning, and customer interface.

Coordination with EPC Contractors

• Coordinate with EPC contractors to align execution tactics, work fronts, access readiness, and installation sequences.

• Support definition of practical execution strategies site by site, considering construction status, interfaces, and commissioning priorities.

• Ensure EPC site teams understand requirements for equipment installation, vendor supervision, testing, and energization readiness.

• Escalate site execution risks, interface issues, or delays that could impact delivery commitments.

Installation and Commissioning Oversight

• Oversee supervision of equipment installation and commissioning activities across the site portfolio.

• Ensure field teams are prepared to support erection, inspection, testing, punch list closure, and turnover activities.

• Coordinate with commissioning leaders and technical teams to align site priorities with energization plans.

• Track progress of installation and commissioning works and intervene where site support or tactical coordination is needed.

HSE and Quality Leadership

• Drive strong HSE leadership across all sites and ensure compliance with company, client, and Saudi regulatory requirements.

• Ensure site teams enforce safe working practices during installation, testing, and commissioning activities.

• Promote consistent quality standards, inspection discipline, documentation readiness, and issue resolution across all sites.

• Support closure of non-conformities, punch items, and site quality concerns affecting commissioning or handover.

Portfolio Planning and Execution Control

• Maintain visibility on execution status across all 14 sites, including:

- staffing levels,

- installation progress,

- commissioning readiness,

- EPC constraints,

- key risks and escalations.

• Coordinate priorities across the portfolio to focus resources on critical milestones and customer commitments.

• Support project management with execution forecasts, recovery needs, and tactical resource deployment decisions.

• Provide regular reporting on site performance, issues, and mitigation actions.

Stakeholder and Interface Management

• Act as the key coordination point between internal field teams, commissioning leaders, project management, and EPC site organizations.

• Maintain effective working relationships with customers, EPC contractors, and site representatives.

• Support issue resolution across engineering, supply chain, logistics, quality, and commissioning interfaces.

• Ensure execution decisions are aligned across the full site network and not optimized only locally.
