Resource Planning Analyst


Organizational Setting and Work Relationships

The Resource Planning Analyst reports to the Senior Resource Planning Analyst in APRAU, Global Budget and Resource Allocation Service of the Division of Resource Management. The incumbent will support in mapping, analyzing, and creating corporate financial forecasts and expenditure projections at the global level to help improve operational delivery in a cost-efficient manner. The incumbent will also provide reliable analysis on regional and country operations.

The incumbent will assist in undertaking analytics of UNHCR’s resource allocation and management with the view to aligning resource requirements with the UNHCR’s intended results and the global impact.

This incumbent will possess a combined skillset of budgeting and finance, as well as detailed knowledge of multiple datasets stored in different cloud and on-premises systems. The incumbent will analyse large volumes of budgetary, financial, human resources and operational data to inform the organization's strategic decisions and engagement. In order to do so, the incumbent is expected to possess strong data modelling and simulation skills, combined with the operational knowledge and field experience.

The incumbent will liaise with many key stakeholders in Divisions, Entities, Regional Bureaux including such as Regional Controllers, Snr HR partners, Data Scientists, and IM Officers to obtain, prepare, consolidate, and transform data as needed for analysis.

Duties

  • Assist and contribute to data collection or statistical analysis activities, ensuring statistics and analysis are prepared according to the highest standards.
  • Ensure statistical and analytical products produced meet required standards and are compliant with relevant policies to uphold integrity, veracity, reliability, and credibility.
  • Support liaising activities with key stakeholders to obtain, prepare, consolidate, and transform data relevant to statistics and data analysis, as appropriate.
  • Deliver high-profile analytical products, in consultation with key stakeholders.
  • Consolidate, merge, format, transform, aggregate selected information from master data sets from multiple sources related to budget, finance, programme, operations, positions and population.
  • Contribute to developing methodologies of analysis on budget, finance and positions, analyse data, and provide inputs to recommendations to senior management.
  • Develop forecasting models. Generate time series queries to analyse budget and financial trends over time.
  • Identify outliers in dataset and factor them in financial modelling.
  • Create financial models, using multiple algorithms, to generate budgetary forecasts and scenarios for optimal resource allocation.
  • Conduct trend analysis of operational, programmatic, and financial data using descriptive and diagnostic analytical methods,
  • Support the design and apply financial forecasting approaches to improve on accuracy.
  • Maintain forecast models and validate its applicability.
  • Advise on BI tools to facilitate OP and OL planning and management.
  • Visualize and report data findings creatively in a variety of formats.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision-making in risk-based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Minimum Qualifications

Relevant Job Experience

Essential

Relevant job experience in data science, data managements, budgeting, finance, programme and project management in an international environment, preferably within the UN system. Exposure to provision of support services in an international organisation, preferably within the UN system. Proven experience and capacity to consolidate and analyse complex data sets on budget, finance, staffing and population. Excellent computer skills and advanced knowledge of Excel, Power Pivot, Power Query, Power BI, ERP and online planning tools. Strong experience in humanitarian operations. Good understanding of programme, finance, income recording and resource allocation and management. Strong teamwork skills and client orientation.

Desirable

Exposure to a corporate planning and budgeting software related to a major ERP system.

Nature of Position:

The Division of Resource Management is responsible for safeguarding and reporting on UNHCR’s budgetary and financial resources. As the custodian of the internal control framework, DRM establishes and maintains the financial, budgetary and administrative systems, policies, and procedures that ensure the transparent and cost-effective use of these resources aimed at delivering the highest possible positive impact on people forced to flee. DRM advises on and monitors UNHCR’s overall compliance with financial regulations, rules, and related internal controls. It is also responsible for preparing UNHCR’s annual financial statements in accordance with applicable standards as well as UNHCR’s budget in accordance with the applicable regulatory framework.

In addition, DRM develops financial policies and guidance, as well as management reports, resource allocation and management and accounting analyses, to support evidence-based decision-making and promote the optimal use of financial resources. It plays a key role in strengthening financial management capacities both in field operations and at Headquarters. DRM oversees key administrative functions, including facilities management, global fleet and asset management, and travel. It also plays a central role in enhancing UNHCR’s oversight mechanisms, particularly in strengthening fraud prevention and detection capabilities, and ensuring audit preparedness and effective follow-up on audit recommendations. In the area of resource planning and management, DRM guides the annual resource allocation process and supports implementation planning. It conducts budget allocation and utilization analysis, coordinates and reviews resource allocations and budgetary changes, and records position adjustments.

The Global Budget and Resources Allocation Service (Global Budget) is established within the Division of Resource Management (DRM) and guides the process of annual review, detailed planning and prioritization, budgeting and resource allocation across UNHCR. Global Budget develops guidance, tools and systems to assist operations and Divisions to prepare data-driven, impact-oriented and credible annual plans in line with multi-year strategic plans and expected resource projections for the organization. Advising the senior management on resource allocation and prioritization, Global Budget undertakes detailed descriptive and diagnostic analysis on plans, budgets, expenditures, priorities, needs and gaps, sectors and operations where more resources are sought to meet the increasing need. Global Budget serves as the Secretariat to the Resource Planning and Management Board and the Finance Committee, contributing to institutional financial governance and strategic resource management.

Under the direct supervision of the Snr Resource Planning Analyst, the incumbent will provide operational, programmatic, and financial analysis, as outlined in the JD. The incumbent will be responsible for providing budgetary analysis and trends for communication with governance bodies and donors, as well as for evidence-based decision-making of the Senior Executive Team, Resource Planning and Management Board and the High Commissioner. The incumbent will support formulating scenarios and predictions by creating and analysing data models.
