About the Role

Redhorse transforms the way government uses data and technology. To support this mission, we are seeking a Resource Efficiency Manager (REM) II to lead energy optimization efforts on-site at the customer’s Guam facilities, including Joint Region Marianas (JRM), Naval Base Guam (NBG), and Marine Corps Base (MCB) Guam.

As a Level II REM, you will play a critical role in enhancing energy resilience for the Department of Defense. You will serve as a technical lead and mentor, managing a Level I REM while supporting the Installation Energy Manager (IEM) in executing high-priority energy programs. This is a high-impact opportunity to apply technical expertise to complex facility systems in a vital mission environment.

Key Responsibilities

    • Lead and mentor a team of three full-time Level I Resource Efficiency Managers.
    • Conduct comprehensive energy audits to identify inefficiencies in complex facility systems.
    • Perform detailed review and analysis of utility metering and billing data to drive decision-making.
    • Identify and develop Energy Conservation Measures (ECMs) to reduce consumption and costs.
    • Prepare Life Cycle Cost Analyses (LCAs) and detailed project documentation for energy initiatives.
    • Develop and manage energy projects from inception through implementation.
    • Recommend Operations and Maintenance (O&M) improvements to optimize system performance.
    • Collect and analyze data to create technical reports for government leadership.
    • Facilitate energy awareness and training activities to promote a culture of conservation.
    • Conduct measurement and verification (M&V) services and building commissioning.
    • Translate complex technical ideas into executable processes and tactical plans.

Required Experience/Clearance

    • Education & Experience Matrix (One of the following is required):
      • Bachelor’s degree in engineering plus 5+ years of energy management experience.
      • Non-engineering Bachelor's degree plus 8+ years of energy management experience.
      • Technical two-year degree plus 10+ years of energy management experience.
      • High School Diploma/No degree plus 12+ years of energy management experience.
      • Must possess or be able to obtain a Certified Energy Management (CEM) certification within the first year of employment.
      • Proven organizational and project management skills with the ability to lead a technical team.
      • Strong verbal and written communication skills, with a demonstrated ability to facilitate open communication among stakeholders.
      • Proficiency in standard office computer software (e.g., Microsoft Excel, Word, and PowerPoint).
      • Ability to work on-site in Guam and perform field work, including field-checking problems and energy conservation opportunities.
      • Must be a self-starter, driven, and capable of working with limited direction under target timelines.

Desired Experience

    • In-depth knowledge and experience with heating, ventilation, and air conditioning (HVAC) systems and technologies.
    • Direct experience auditing complex systems and diagnosing deep-level inefficiencies.
    • Familiarity with Federal Energy Programs and Department of Defense energy mandates.
    • Experience in a collaborative team environment within a military or government setting.
