Job Description

  • Bachelor's Degree in Civil Engineering
  • Professional Engineer License/Registration
  • Master's Degree in Civil Engineering, Dam Engineering, Hydropower Engineering, or related field
  • FIDIC Contract Management Training/Certification
  • Project Management Certification (PMP or equivalent)
  • Construction Safety Certification
  • Dam Safety or Hydropower Specialized Training
  • Experience in dam, hydropower, or pumped storage projects. Minimum 15 years
  • Experience as Resident Engineer, Deputy Resident Engineer, or Construction Manager
  • Experience in underground works, waterways, tunnels, or powerhouse structures
  • Experience with large-scale infrastructure projects
  • Experience on Owner's Engineer or Engineer's Representative assignments
  • International project experience
  • Experience administering FIDIC-based contracts
  • Act as the Owner's Engineer representative for all Lower Works construction activities and provide day-to-day site supervision.
  • Monitor and oversee the construction of Lower Works facilities, including underground works, tunnels, waterways, powerhouse structures, access roads, drainage systems, and associated civil works.
  • Ensure that all construction activities are carried out in accordance with approved drawings, technical specifications, construction methodologies, and applicable international and local standards.
  • Review and provide recommendations on contractor submissions, including method statements, work plans, inspection and test plans, quality plans, construction schedules, and material approvals.
  • Lead and conduct site inspections to verify workmanship, construction quality, progress, and compliance with contractual requirements.
  • Monitor contractor compliance with project Quality Assurance and Quality Control (QA/QC) requirements and witness critical inspections, testing, and commissioning activities.
  • Identify construction issues, technical challenges, and potential risks, and recommend appropriate corrective actions and mitigation measures.
  • Review and evaluate contractor requests for information (RFIs), technical queries, design clarifications, variation orders, and extension of time claims, and provide recommendations to the Project Manager and Team Leader.
  • Monitor construction progress against approved schedules and assist in identifying delays and recommending recovery measures.
  • Ensure compliance with project Health, Safety, Environmental, and Social (HSES) requirements and participate in safety inspections, audits, and incident investigations.
  • Coordinate with design engineers, contractors, project stakeholders, regulatory agencies, and the Owner to facilitate efficient project execution.
  • Maintain accurate site records, inspection reports, meeting minutes, non-conformance reports, and other project documentation.
  • Prepare periodic progress reports covering construction status, quality performance, safety statistics, key risks, issues, and recommendations.
  • Support contract administration activities, including assessment of progress payments, variation orders, claims, and contractual compliance.
  • Monitor implementation of environmental and social management plans and ensure compliance with permit and regulatory requirements.
  • Participate in testing, commissioning, and handover activities to ensure successful project completion.
  • Mentor and provide technical guidance to site engineers, inspectors, and junior supervision staff.
  • Perform other duties assigned by the Team Leader or Project Manager related to the successful implementation of the Pakil Pumped Storage Project.
