Parsons is looking for an exceptionally talented Resident Engineer to join our site-based construction supervision team on a major public realm development in Diriyah, which includes a series of iconic and neighborhood parks, open spaces, and over 55 kilometers of streetscape. The objective of this program is to create a vibrant, inclusive environment that enhances livability, accessibility, and community well-being.
What You’ll Be Doing
Act as the Parsons lead representative on site, reporting to the Construction Director/Project Director and managing day‑to‑day construction supervision activities.
Lead and coordinate the multi‑disciplinary supervision team (civil, structural, architecture, landscape, wet and dry utilities, QS, HSE, etc.) to ensure effective oversight of all site works.
Ensure that all construction activities are carried out in accordance with approved drawings, specifications, contract documents, authority requirements, and project standards.
Review and endorse shop drawings, material submittals, method statements, ITPs, and technical queries escalated by discipline engineers before submission to the client/engineer.
Monitor construction progress, quality, and compliance, proactively addressing issues and coordinating resolutions with the contractor and project team.
Chair or participate in weekly and monthly progress meetings, technical and coordination meetings, and prepare/validate associated minutes and action trackers.
Review and comment on the contractor’s work program, sequencing, and resource allocation, highlighting potential delays or conflicts and supporting mitigation measures.
Oversee the management of site inspections, IRs, NCRs, site observations, and snag lists, ensuring timely closure and effective corrective actions.
Coordinate closely with client representatives, design teams, and stakeholders to manage design clarifications, RFIs, and changes during construction.
Review and recommend on variation claims, time extension requests, and change proposals in coordination with the commercial/QS team and project management.
Ensure effective interface coordination between disciplines and with adjacent projects, utilities, and third parties to avoid conflicts and rework.
Support and enforce HSE and environmental requirements, working closely with the HSE team to promote a strong safety culture on site.
Oversee verification of as‑built drawings, O&M manuals, testing and commissioning records, and other close‑out documentation for completeness and accuracy.
Lead inspections, snagging and de‑snagging, and manage the handover process of completed works to the client in accordance with project procedures.
Prepare and review regular progress reports, technical reports, correspondence, and presentations for the client and internal management.
Provide leadership, mentoring, and performance guidance to the supervision team, supporting a collaborative and high‑performance work environment.
What Required Skills You’ll Bring
Bachelor's degree in Civil Engineering from a recognized university.
in construction supervision of large‑scale infrastructure, public realm, or urban development projects, including previous experience as a Resident Engineer or equivalent.
Strong knowledge of construction methods, standards, and contract administration, preferably with experience on FIDIC‑based or similar contracts.
Proven experience leading multi‑disciplinary site teams and managing contractors on complex projects.
Excellent communication, leadership, and problem‑solving skills, with the ability to manage stakeholders and make sound engineering judgments.
Proficiency in reviewing drawings, specifications, schedules, and technical submittals, and in preparing professional reports and correspondence.
Familiarity with HSE and quality management systems in a construction environment.
Experience in KSA or the GCC region is preferred.
