Hull City Council established its Building Safety Team in 2024 in response to major legislative changes, including the Building Safety Act, Fire Safety Act, and Fire Safety (England) Regulations, introduced following the Grenfell Tower tragedy.

Our team is dedicated to ensuring the safety of multi-occupancy dwellings across the city. This includes oversight of:

  • 19 high-rise buildings
  • 7 medium-rise buildings
  • 4 sheltered blocks
  • 445 low-rise blocks

We work in close partnership with the Housing Investment Team, which manages responsive and cyclical maintenance, specialist compliance works, planned improvement projects, and refurbishment schemes for a stock of 24,000 domestic properties. In addition, we collaborate with the High-Rise Tenancy and Facilities Management teams to deliver a comprehensive approach to building safety.

The Job

An exciting opportunity has arisen for a full-time, permanent Resident Engagement Strategy Manager to join the Building Safety Team.

The postholder will be responsible for managing stakeholder communication and engagement across our high-rise blocks of flats, improving resident engagement outcomes by leading on the development and implementation of unique Resident Engagement Strategies and associated engagement activity.

The role offers flexibility, with work based across offices, home, and site locations, depending on team needs and daily requirements.

ROLE AND PURPOSE

Neighbourhoods & Housing is committed to a programme of continuous improvement to develop the service offered to its tenants and customers, driven by rapid, fundamental change in the housing sector – change triggered by revised legislation, the introduction of a regulatory regime and framework, Ombudsman guidance and learning, good practice, societal factors, and opportunities presented by new and emerging technology.

The postholder will:

Take full responsibility for stakeholder communication and engagement regarding improving resident engagement outcomes within 22 high rise blocks of flats. Provide quality assurance for the work activity with the support of appropriate workstream leads and stakeholders across the Council, such as Anti Social Behaviour, Area Housing team, Corporate Finance, etc.

Lead on the development and implementation of a unique Resident Engagement Strategy, within an overall framework for the city, for each of the 22 High Rise Flat blocks covered by the appropriate legislation (Building Safety Act 2022 and Social Housing Regulation Act 2023), ensuring that all residents aged 16 and above are listened to in the process, to ensure that they meet the specific building safety needs of each block.

Ensure active overview of all resident engagement projects and activities, liaising with other services within Neighbourhoods and Housing to build strong relationships to co-design and co-deliver outcomes and benefits, linkages, identify and manage dependencies, and ensure outputs are delivered in a prioritised and logical order, mitigating duplication and maximising opportunities for efficiency.

Identifying, planning, and delivering high level work activities required to deliver strategic objectives, through understanding key service issues including legislation, societal factors, sector-specific trends and demands, technology, service resources and stakeholders, and the environment in which Neighbourhoods and Housing operates. Also strong analytical knowledge and ability required to assess current situations and put forward proposals for step change continuous improvement.

Manage and co-ordinate any projects which form part of the resident engagement work programme to deliver continued improvement using a broad range of technical and project skills that best suit each circumstance.

Work with and guide senior managers to shape activities and the implications of activities and provide recommendations regarding robustness and achievement of expected outcomes.

PRINCIPAL ACCOUNTABILITIES:

  1. To promote and safeguard the welfare of children, young people and/or vulnerable adults. The Government regulation states that the job role will need to engage with everybody in the Council flats above the age of 16.
  2. Customer focus – Work with senior managers in Neighbourhoods and Housing, the wider council, partners, and tenants, to understand tenant and customer need and assimilate into the service outcomes and benefits.

Ensure engagement is effective at all levels, ensuring buy-in from managers and staff and enabling change to be delivered to achieve service objectives and benefits.

Build effective relationships with partners for the co-design and co-delivery of appropriate projects and joint stakeholder engagement. These may include other Local Authorities and Registered Social Landlords, Regulatory Bodies, Voluntary Sector Providers etc.

  1. Performance Management – Independent thinking to objectively assess and ensure appropriate Neighbourhoods and Housing staff, subject matter experts, contractors etc., are providing agreed work deliverables.

Support appropriate Neighbourhoods and Housing staff, subject matter experts, contractors etc., in the provision of accurate progress reports, reporting and escalating areas of concern and possible solutions.

Focus on promoting a positive performance culture reporting on performance issues to ensure the delivery of effective business operations.

Lead on and own the co-ordination of ongoing day to day operation of the Resident Engagement Strategy for each building in line with building safety legislative and regulatory requirements for each block. Leads on service monitoring and capture of data around outputs and outcomes laid out in each Resident Engagement Strategy, to establish its effectiveness in regard to block management, reduction in building safety incidents and whether residents feel safer in their homes.

To ensure business change and service improvement within Neighbourhoods and Housing is delivered effectively by managing the delivery of projects and/or work activities identified to realise that change, so that the service can keep pace with a rapidly changing sector and deliver expected customer and /or financial benefits.

  1. Statutory Obligations – To align work activity with all relevant legislation and Council policies with particular emphasis on Housing-related legislation such as – but not limited to – the Housing Act (various), Building Safety Act 2022, Social Housing Regulation Act 2023 and other inter-related legislation and guidance.

Lead on the development and implementation of a unique Resident Engagement Strategy, within an overall framework for the city, for each of the 22 High Rise Flat blocks covered by complex new Building Safety Legislation. Project management and effective engagement with multiple stakeholders, including the residents of each block, ensuring that all residents aged 16 and above are listened to, with officers and others as necessary in a co-design process, to ensure the Strategy produced for each block meets its specific building safety needs.

  1. Contribute appropriate documents, such as the Resident Engagement Strategy, to the Building Safety Team to form Building Safety Cases and Building Safety Case Reports, as required by the Building Safety Regulator (part of the Health & Safety Executive).
  2. Lead on the review of the Resident Engagement Strategy for each of the 22 high rise blocks at least every 3 years or after any significant event at the block or significant change in the demographics within the block if sooner. Within this, decides whether and when the Resident Engagement Strategy of a particular block requires amendment taking into account a wide range of dynamics within a given block.
  3. Work closely and effectively with a range of other professionals, including the Health and Safety Lead, Housing Tenancy Managers, their senior management team as necessary, in the development of the strategies, but also to ensure the effective day-to-day delivery of safe services, understanding the local context of each block. Write and present reports and briefings to senior management and governance structures as necessary.
  4. Lead on the outward communications of key building safety messages as they evolve, attending Senior Management Team meetings as necessary. Use platforms agreed within each Resident Engagement Strategy. Develop campaigns and new channels of communication as required. Take account of continual change in the demographics of each block and their evolving communications needs to continually review channels used and lead channel development, from the more traditional, to social media, to those which are new and evolving, ensuring all key audience groups are reached and increasingly involved, in line with the 22 individual strategies.
  5. Develop and deliver information in a variety of formats (presentations, reports, briefing notes, plans, etc.), which reflect the needs of the target audience and represent the Council as required to publicise and promote the project, department and its achievements, ensuring that a professional image is projected at all times.
  6. Focal point for frequent contacts on a wide range of building safety and other issues by residents, Elected Members, external organisations, partners and other stakeholders, ensuring each contact effectively captured and actioned.
  7. Develop culture of resident ownership of the Resident Engagement Strategy for each block; promote and facilitate stronger community cohesion, especially among hard-to-reach groups. Recruit advocates and deliver training as necessary to support this.
  8. Research, seek out national best practice around resident engagement in building safety, and implement dependent on budget availability.
