This selection exercise will be used to generate a reserve list of suitable candidates that may be used to address Organization's similar staffing needs in the future.

OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

Under the supervision of the Assistant Director and/or Coordinator, the incumbent will be in charge of the business management of the databases and comprehensive management of the life cycle of some database-related applications. This includes their continuous improvement by actively participating in providing business impact analysis related to new strategic projects and change requests.

PRINCIPAL DUTIES AND ACTIVITIES

DUTY 1/Mission 1


• Perform day-to-day management of the databases and related applications, and oversee the execution of requests for assistance from member countries and/or internal users in coordination with his/her own Branch and the General Secretariat’s other departments.

• Responsible for business product management, Compliance Check Mechanisms (CCM) and Notices publication applications including defining changes, testing and implementation.

• Web Services: Serve as business liaison between the respective departments in IS Directorate and member countries wishing to implement business product (I-Link, Wisdm,…) Web Services for data management (insertion, deletion, update) or to retrieve information from the databases. Responsible not only for supervising the testing and implementation of these Web Services, but also ensuring that the implementation is coherent with INTERPOL processes and rules.

• Management of business products: Manage and update the reference tables which contain all values used in various policing capabilities (I-link forms, e-ASF Graphical User Interface and SLTD or SMV databases).

• Supervise and check the procedures for consulting the police databases (direct or indirect access, interconnection, uploading or downloading).

• Regularly check the access authorizations or restrictions in the ASF domains.

DUTY 2/Mission 2

• Improve the functioning and quality of existing search tools in the operational police databases.

• Coordinate with other units concerned to make improvements and extend the services that are available via ASF.

DUTY 3/Mission 3

• Manage and improve the functional aspects of the databases and manage the associated INSYST (future I-Trust) applications in cooperation with IS Directorate.

• Take part in assessing users’ needs at the National Central Bureaus (NCB), and propose the most suitable tools and services to ensure better management of their information in INTERPOL’s Information System (IIS).

• Change management: be responsible for change management of the databases. Initiating, supervising and liaising with respective Departments/Units with regards to various changes in the INTERPOL Criminal Information System (ICIS) database.

DUTY 4/Mission 4

• Provide trainings and/or presentations: as certified INTERPOL instructor (being or to be), delivery of dedicated business product and/or Databases training to either IPSG or NCB staff at IPSG and abroad when required.

• May be required to take part in international conferences related to his/her areas of expertise.

DUTY 5/Mission 5

• Other tasks:

o Advise and assist hierarchy in drafting memoranda and correspondence related to Sub Directorate and Directorate matters;

o Create or maintain up to date documents and user guides in relation to applications in his/her domains of expertise;

o As subject matter expert, participate upon request in various working groups dealing with Sub Directorate and Directorate related issues;

o Perform any other duties as required by the supervisor.

QUALIFICATIONS, COMPETENCIES AND SKILLS

EDUCATION AND QUALIFICATION REQUIRED:
• Three-to-four years’ education at a University or other specialized higher education establishment in information systems or in law, public policy or police management.

EXPERIENCE REQUIRED:

• At least five years’ experience in database/information systems management or a related or relevant field. Ten years’ experience is required if the education qualification is not met.
• Experience working in or with law enforcement.
• Experience in working with computers including knowledge of oral presentations software, business intelligence and word processing software

LANGUAGES:

• Fluency in English and proficiency in a second official working language of the Organization (Arabic, French or Spanish) are required. Knowledge of a third official language would be an additional asset.
• Strong communication skills, both in written and oral form (public speaking and delivery of presentations).
