Duties and Responsibilities

At the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) we are committed to providing highway safety and security through excellence in service, education and enforcement. The Office of Analytical Support helps make this mission possible by providing the data analysis, reporting and predictive modeling that enables leadership to make effective strategic decisions. As a Research & Statistics Consultant, you will play a critical role in assisting operational and administrative personnel in deploying and managing resources for the prevention and suppression of criminal activities. This work will include providing timely and relevant information on traffic crash data, crime patterns, and enforcement initiatives and trends. Providing reports based on analysis to reduce traffic crashes and increase the apprehension of offenders by using geographic information software, crime mapping concepts, spatial analysis and structured query language. Maintaining and developing liaisons with users and technical (IT) personnel to resolve problems and recommend solutions as it relates to relational internal database design, maintenance and usage utilizing a SQL server database.


Knowledge, Skills, and Abilities

  • Be able to successfully apply a solid working knowledge of research, data analysis, spatial analysis and mapping, and statistical tools and methodologies in the collection, analysis and reporting of statistical data (particularly in a law enforcement capacity).
  • Possess strong database management (building, integrating and maintaining) and statistical analysis and reporting software skills to successfully collect and compile data and to prepare reports, charts, graphs, diagrams and other pictorial representations of statistical data.
  • Be solutions oriented with the ability to use critical thinking, judgment and problem-solving techniques to effectively evaluate information and make sound decisions.
  • Have a strategic focus with the ability to understand, evaluate and integrate the needs of the Department to drive operational assessment, resource allocation, and strategic planning and change management initiatives.
  • Possess excellent active listening, oral and written communication skills to include the ability to effectively articulate and convey information so that it is readily understandable.
  • Possess strong business application skills such as Microsoft Office products (Word, Excel, Access and PowerPoint).
  • Be able to effectively organize and manage a busy workload, balance multiple priorities, and meet designated timeframes without compromising accuracy, attention to detail or follow-through.
  • Be flexible, able to adapt to change, and react professionally to changing conditions.

Preferred Qualifications
Preference will be given to applicants with experience:

  • Experience collecting, summarizing and analyzing data, using statistical methodologies.
  • Experience preparing reports, charts, graphs, diagrams, and other pictorial representations of statistical data.
  • Experience in using statistical reporting software (e.g., Crystal Reports, Tableau, etc.), and/or geographic information system mapping (e.g., ESRI products) software.
  • Experience programming in and/or consuming data in Oracle or SQL server databases.

Job Related Requirements

  • Be able to travel on both day trips and overnight trips for up to 7 or more consecutive days at a time.
  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.
  • This position requires the incumbent to have and maintain a valid driver’s license in good standing. This means there can be no cancellations, suspensions, or revocations for a minimum of three years prior to employment and for the duration of employment. There can be no more than three chargeable crashes or any violation of Chapter 316, Florida Statutes, during any consecutive three-year period prior to and throughout employment.

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
