ROLE PROFILE

RESEARCH, EVIDENCE & LEARNING MANAGER

Save the Children Indonesia continues its transformation towards becoming a diversified NGO by 2030. SC IDN began this transformation journey in 2021, working towards an organization-wide change. This started with transforming our impact model through the implementation of localization initiatives, while simultaneously evolving our operating model to strengthen organizational capabilities and our revenue model to ensure financial sustainability by diversifying revenue streams. This transformation is aligned with our commitment as a Full Member to deliver tripling impacts for children.

This position will lead system design, research, evaluations, program monitoring, partnership management, capacity strengthening, budgeting, recruitment, and support proposal writing for Development and Humanitarian/Resilience programs. As a senior member of the country REALM team, the post holder is expected to mentor and build the capacity of both existing and new REALM staff. This position is also expected to actively be involved in building the culture of trust and collaboration at SC IDN.

KEY AREA OF ACCOUNTABILITY

REALM Strategy and System

  • Lead on the development, institutionalization androll-out of an organisational REALM strategy and approaches across Save the Children Indonesia’s development and humanitarian programming, ensuring alignment with the Country Strategic Plan (CSP), Member priorities, and organisational commitments on evidence driven programming and learning.
  • Provide strategic leadership in embedding evidence-driven programming, adaptive management, and learning approaches across all portfolios.
  • Lead the design and strengthening of organizational Evidence and Learning frameworks to improve evidence generation, synthesis, utilization, and organizational learning
  • Contribute to project and program development and planning processes by supporting the development of theory of change, results frameworks, and project REALM plans, including indicator tracking and performance monitoring system aligned with award requirements.
  • Support the REALM team and partners to bring together data and findings from projects to form a coherent basis for analysis and lessons learned to inform programme design.

Research and Evaluation

  • Provide strategic oversight and quality assurance of Baseline, assessment, midline review, Endline, Final Evaluation and research initiatives on implementing project
  • Lead and oversee national level strategic research and evaluation initiatives to ensure methodological rigor, ethical standards, quality evidence generation, and timely utilization of findings.
  • Ensure research and evaluation findings are synthesized, disseminated, and translated into actionable recommendations for program adaptation and strategic decision-making.
  • Working with IT and program staff to ensure all data/information gathered from evaluation research are stored and accessible.
  • Manage MEAL resources to ensure assessment, evaluation or research for development and humanitarian can be conducted intimelymanner.
  • Coordinate with internal business units, technical specialists, academic institutions, external partners (research partners or association) to strengthen evidence generation and research quality

Accountability and Participation:

  • Ensure that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints.
  • Ensure theutilizationof feedback and response mechanism (FRM) data and children participation to program improvement as well as strategic decision.
  • Ensure that activities are carried out to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with child safeguarding policy.

Knowledge Management and Learning:

  • Lead the institutionalization of a strong organizational learning culture that promotes reflection, innovation, collaboration, and continuous improvement.
  • Lead the development and implementation of National and Project Learning Agendas aligned with strategic priorities, program quality standards, and evidence needs.
  • As technical Lead to provide technical oversight for studies, assessments, evaluations, and independent project reviews in collaboration with sectoral, portofolio and programme teams, ensuring findings and recommendations are integrated into program design, implementation, and reporting.
  • As a technical lead to regularly review the Program learning agenda and provide the strategic direction to ensure those learning agenda are updated intimelymanner
  • Strengthen programmatic analysis, learning, and knowledge dissemination through effective communication of evidence and regular review of program learning agendas to ensure strategic relevance and timely updates.
  • Contribute to strengthen organizational knowledge management systems and collaborate with Organizational KM Working Groups to improve knowledge capture, synthesis, sharing, and utilization across programs.

Advocacy & Campaign

  • Contribute to effective advocacy for children and collaborate with other departments to implement advocacy initiatives that support the theory of change.
  • Contribute to ensuring active participation and role in the movement.

Resource Development, Partnership and Networking

  • Actively engaged in the strategic discussion with the other department (Resource & Mobilization, Program Impact & Creation) on program design, Donorengagementand proposal development particularly in Health & Nutrition focus.
  • Support the capacity development of our strategic/implementing partners in research and MEAL.

Staff Supervision and Performance Management

  • Establish andmaintainstrong working relationship with other technical leads (thematic and cross functional), regional REALM team, Save the Children Members, and Academia toinitiate,adaptor test new practices, approaches, or methodologies with a view of improving outcomes for children and our ability todemonstrateandshowcasethat impact.
  • Ensureappropriate staffingwithin the REALM team and provide leadership, motivation, guidance, and technical support to the REALM team.
  • Provide technical supervision of the field-based REALM staff through regular contact, fieldvisitsand meetings etc.
  • Contribute to performance management of staff within the REALM team,
  • Lead and work closely with other departments’ representatives and project MEAL staffs to ensure data integration and enhancing quality data collection procedures include information for building analytic systems, ensure data protection policy and measures.
  • Building strong linkages with external resources to support MEAL activities through the use effective and efficient ICT solutions.
  • Coordinates and manages REALM-related issues between SC and partners and ensures that the REALM system has been effectively followed.

Other Support as agreed with line manager

The post holder may be required to lend support to activities beyond the scope of this job description. This will be discussed and mutually agreed with the line manager.

QUALIFICATIONS AND EXPERIENCES

  • Master’s degree social science, international development, or other related areas.
  • 10 + years working experiences in the NGO, university or government, private with significant experience in knowledge management and learning.
  • 6+ years of experiences in monitoring, evaluation, research, learning, and reporting.
  • Strong qualitative and quantitative analytical skills, including experience using analytical software packages such as SPSS, NVivo etc.
  • Strong understanding of data management systems, information management system, including web-based content management technologies and communication channel.
  • Knowledgeable in project management cycle and experience in project design and proposal development
  • Solid experience monitoring and producing high quality report of development projects (Example of his/her English report should be submitted when applying on this position)
  • Excellent interpersonal, communication and presentation skills; strong English written and spoken skills.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
