Role Purpose
The Research, Evaluation, Learning & Business Insight (REL&BI) Coordinator leads the development and implementation of research, evaluation, learning and strategic evidence systems within Save the Children Cambodia.
The role is responsible for generating high-quality evidence and transforming data and research findings into strategic intelligence that informs programme quality, innovation, policy influence and resource mobilisation.
The REL&BI Coordinator oversees the design and quality assurance of research and evaluation studies, ensures compliance with Save the Children’s Ethics & Evidence Generation Policy, and leads the implementation of the Country Learning Agenda and knowledge management systems.
The role also strengthens the organisation’s capacity in economic evaluation and business insight, including Social Return on Investment (SROI), Value for Money analysis and strategic milestone assessments that support programme performance, innovation and funding strategies. In addition, the role plays a central role in building a learning culture within the organisation, facilitating cross-project learning, knowledge exchange and documentation of programme insights.
Working closely with Technical Advisors, Programme Managers, New Business Development (NBD), innovation initiatives and external partners, the REL&BI Coordinator ensures evidence is translated into actionable insights that improve programmes and influence decision-making.
The role operates under the strategic leadership of the REALM Manager and complements the Monitoring, Accountability & Performance (MAP) function by focusing on research, evaluation, learning and business intelligence rather than routine monitoring systems.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly
