About the Program

The PNG Australia Transition to Health (PATH) is a six-year (2020-2026) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.

Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.

PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH’s end of investment outcomes (EOIO) are:

  1. PHA’s more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.

  2. DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.

PATH’s intermediate outcome (IO’s) are: PHA Leadership, Enhanced GEDSI Capacity and Essential Health Services.

PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.

About the Project

PNG is a WHO high-burden country for TB, TB-HIV, and drug-resistant TB. Port Moresby General Hospital (PMGH) serves as an entry point for the diagnosis and treatment initiation in the NCD and surrounding region. Both the National Capital District (NCD) and Port MoresbyGeneralHospital(PMGH)playamajorroleinthediagnosisandtreatmentofthese children. PMGH also cares for families from other provinces including Central and Gulf Province, which further strains the resources and capacity at PMGH.

TheMaternal-ChildTBHIVProject(MCTHP)wasestablishedin2016toimprove care and treatment of children and families affected by TB and HIV.

About the Opportunity

The Outreach Coordinator will report to the Maternal Child TB-HIV Project (MCTHP) Manager with matrix reporting to the MCTHP Program Manager and the Project Director and lead a team to perform community outreach, contact investigation and TB preventive treatment (TPT) activities.

This role will be based at Port Moresby General Hospital in Port Moresby

Specific Responsibilities

Includes:

  • Coordinate and lead a team to perform community outreach, contact investigation and TB preventive treatment (TPT) activities

  • Support clinical care at the PMGH pediatric and maternal TB/HIV clinics

Timing of work inputs

  • Up to 31 December 2026.

Accountability and working relationships

  • The Outreach Coordinator will be responsible to the MCTHP Project Manager and indirectly to the MCTHP Program Manager and the Project Director

  • The Outreach Coordinator will be based at Port Moresby General Hospital and adhere to all rules and regulations

  • The Coordinator will also report on progress against expected outcomes.

  • The Coordinator will work closely with other key counterparts and stakeholders and will coordinate activities closely with other Paediatrics and Adult TB staff working within PMGH and sector as required.

Specific Deliverables

The Outreach Coordinator will

  • Coordinate with adult TB clinics and other PMGH departments and treatment supporter programs to identify children exposed to TB and support contact tracing activities

  • Oversee that the proper registers (contact tracing, presumptive TB, preventive therapy) are filled out and completed. This will be done in conjunction with other members of the team

  • Assisted in clinical care of children with TB at the PMGH child TB clinic

    1. Perform fine needle aspiration when required

    2. Perform gastric aspirates when required

    3. Perform HIV testing when required

  • Conduct and participate in TB outreach activities in providing clinical support and education. This includes leading a small team to support activities.

  • Deliver activity reports and contribution to projects report and presentation, as demonstrated in data recording, analysis and reported on time and to a professional standard

  • Administrative duties include: assistants with reporting, organization of meetings, taking meeting notes

  • Assist with overflow duties (during normal working hours)

  • Maintained strong and productive relationships with key staff and counterparts and received satisfactory feedback on performance

About You

For applications to be considered, a response to the key selection criteria below must be provided

  • At least 2 years’ experience providing or managing clinical and community TB services.

  • Qualifications as a Health Extension officer or Nursing Officer

  • Exceptional communication skills in building relationships with partners and clients and a proven ability to work independently and as part of a team.
