This posting is for two (2) temporary positions available until March 2027. All civilian competitions include the possibility of extension and/or additional temporary or permanent positions.

Salary Information: $88,391.94 - $104,104.00 annually. (2026 rates of pay)

Directorate: Serious & Organized Crime Section: Operational Intelligence Analysis Unit Pay Grade: Six (6) - Under Review Job Code: 10146813 Work Location: East / Central / West Station (Dependent on Assignment) Supervisor’s Title: Team Lead Operational Intelligence Analysis Unit Effective Date: February 20, 2024

Overall Purpose

Under the direction of the Team Lead Operational Intelligence Analysis, the Research Analyst is responsible for undertaking research, analysis, and reporting on crime trends and supporting crime intelligence analysts, police officers, and decision makers throughout the organization:

  • Provides research and analytical support to the organizational priorities.
  • Support the continuous improvement of the analytic capacity for crime intelligence analysis.

Major Responsibilities

Provides research and analytical support to the organizational priorities:

  • Conducts public safety and cross-industry research using internal and open-source databases, academic, and industry content.
  • Conduct standard or ad-hoc queries of internal and external systems, extract appropriate information, and compile statistics as required in response to requests from police personnel and external stakeholders.
  • Determines best method of conveying research results for clients and prepare analytical reports.
  • Disseminate information in a timely manner and according to established procedures and legislative guidelines.
  • Perform data entry, data cleaning, transformation, and quality control to ensure data accuracy and reliability.
  • Prepare reports, infographics, presentations, or research briefs.
  • Follow up on directives, inquiries, and correspondence to ensure they have been dealt with in an appropriate manner.
  • Consider the impact of demographics, economic, social, political, technological trends on community safety.

Major Responsibilities (continued)

Support the continuous improvement of the analytic capacity for crime intelligence analysis.

  • Liaise with internal sections and external clients to identify crime analytical requirements and areas for improvement.
  • Conducts ongoing best-practices research on various strategic and operational topics pertinent to crime analysis.
  • Assists in the development and refinement of crime metrics and advanced reporting solutions.
  • Assist with the preparation of documentation and communication.
  • Undertake in-depth analysis and exploratory analysis appropriate to organizational needs to uncover new areas of development and make recommendations as required.

Statement of Required Qualifications

Education

  • Successful completion of a four (4) year university degree within any of the following disciplines: Criminology, Social Science, Geography, Data Science, or a related discipline.

Experience

Minimum one (1) year work experience in the last 5 years, including:

  • Conducting data analysis leveraging statistical analysis, geographic information systems, academic literature databases, applied research methods, evaluation of qualitative and quantitative information, report writing, and critical thinking skills.

Language

  • English – fluency in oral, reading, and writing.

Job Knowledge

Knowledge of:

  • The Ottawa Police’s Vision, Mission, and Values.
  • The Canadian criminal justice system, including the Criminal Code of Canada, the Police Services Act, and the Freedom of Information and Protection of Personal Privacy Act.

Understanding of:

  • Municipal governance, Police Services Act Statement of Principles, and its application.
  • The importance of client-centered service and building effective working relationships with internal and external clients.
  • Police working environment and knowing the importance of the discretion and integrity required to safeguard confidential information.
  • Relevant criminological, criminal justice and crime prevention theories.

Time management skills with the ability to organize and prioritize tasks to meet tight timelines.

Working knowledge of i2 Analyst Notebook, ESRI ArcGIS Pro, Adobe Acrobat, and PowerBI.

Working knowledge of open-source research methods and strategies.

Intermediate to advanced level knowledge of MS Office 365 (Excel / Access / Outlook / Teams / Word / PowerPoint/ SharePoint).

Effort and Working Conditions

  • Work is normally performed in a standard open office environment with minimal adverse working conditions with limited public access.
  • Travel between OPS sites may be required.

Desired Qualifications

  • Master’s degree or post-graduate certificate in a related discipline.
  • Certification or formal training in Project Management.
  • Oral, reading, and writing fluency in French or other languages.
  • Experience using PowerBI, i2 Analyst Notebook and computer programming languages.
