This position is accountable for managing the successful implementation of new research and technology developed by the department’s contract, in-house, and national research studies. Additionally, this position is accountable for ensuring research implementation problems are resolved, facilitating technology transfer, connecting national research efforts with the department’s contract and in-house research programs, and overseeing benefit analyses of research findings. This position is responsible for identifying, evaluating, and implementing innovations to improve department policies and maximize efficiency of department procedures.

Essential Functions

  • Coordinates the implementation of innovations and research findings to determine the best means to incorporate into department policies and procedures.
  • Identifies national research efforts that enhance active contract research projects or appear duplicative in effort to minimize potential of misused funds.
  • Garners support from subject matter bureaus and offices to streamline implementation efforts and resolves complex implementation challenges.
  • Oversees cost-benefit and return-on-investment analyses to ensure use of accurate and meaningful methods in determining realized benefits.
  • Establishes and maintains an implementation tracking system to monitor and report on research project progress and documents national research efforts that relate to contract research projects.
  • Coordinates technology transfer efforts with the Office of Communication to promote research findings and the spread of innovations throughout the department.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business, project management, or public administration PLUS three years of experience managing complex projects, managing and implementing policies or procedures, or a combination thereof OR eleven years of experience managing complex projects, managing and implementing policies or procedures, or a combination thereof.

Preferred Qualifications

  • Three years of supervisory experience.
  • Good organizational, leadership, and self-motivational skills.
  • Working knowledge of research methods and data analysis, including benefit-cost analysis.
  • Proficiency with the development of policies, procedures, specifications, and standards.
  • Working knowledge of agency programs and service objectives, activities, and operational systems.
  • Proficiency with the Microsoft Office Suite.
  • Ability to communicate effectively at various professional levels in both oral and written formats.
  • Ability to maintain cooperative relationships.

Conditions of Employment

  • Valid driver’s license.
  • Occasional statewide and out-of-state travel with overnight stays.
  • Successful completion of a background screening.
