Leidos is seeking a Requirements Manager who can efficiently articulate/translate user needs into requirements for the development team. As a liaison between users and developers, they will be working to refine requirements for applications that may be in various stages of the development life cycle. The selected candidate must be experienced working in an Agile environment.

Primary Responsibilities:

The Requirements Manager will have multiple application teams supporting a portfolio which is the central repository for all the customer's created applications. State of the art systems on cloud and applications based on products such as AWS, Oracle, SharePoint, and other web-based solutions will be provided. The Customer requires support specializing in managing complex systems requirements, analyzing, formulating and prioritizing project requests and implementing Agile practices across the project teams. The Requirements Manager will need to have polished skills in building complex systems requirements and use-case development methodologies to analyze, design and implement changes to existing systems and the next generation of Operational and Business applications. The portfolio contains but is not a complete list of the following:
• A custom production application that has a central repository for the search and discovery of internal data and associated artifacts.
• A custom production application which provides workflow and research with the ability to review, disposition and update or nominate candidates to other, Partner organizations.
• A knowledge management tool which stores products in a centralized repository making it easy for search and discovery

The Requirements Manager will shepherd the application projects teams through the requirements process for existing systems and building the next generation of application across diverse development platforms. The candidate will implement tools, techniques, frameworks and practices surrounding product development and delivery. They will develop guidelines for application developers required in support of Agile development methodologies and be knowledgeable of the various aspects the project lifecycle; responsible for analyzing the customer’s needs, environments, requirements and operational objectives to design and develop software solutions as a user advocate; and will be responsible for managing the project team’s requirements, researching, developing and communicating requirements ensuring development meets the customer needs. The candidate will be responsible for ensuring that Agile values and concepts are standardized across the project teams and, will be responsible for creating a standardized process for managing JIRA boards across the project teams. The Requirements Manager will create and review requirement specifications or user stories, and analysis existing systems and formulate requirements and, gather, analyze and verify the customer requirements, validating the need for the systems being developed. They will work with the Sponsor to develop a requirement review process and, identify and document potential improvements to the existing software development processes.

Basic Qualifications:

  • Must have a TS/SCI with Poly to be considered

  • Must have a Bachelor's degree and at least 12 years of experience OR a Masters with at least 10 years of experience

  • Experience working with requirements for building and integrating applications in the cloud.

  • Experience working with agile teams and agile development practices such as sprint planning, sprint grooming, sprint reviews, retrospectives, and daily scrums.

  • Experience converting customer requirements into user stories with defined acceptance criteria.

  • Experience developing storyboards that are used as a deliverable.

  • Experience establishing and implementing effective requirement practices.

  • Experience in the prioritization of customer requirements.

  • Experience with rapid prototyping, which includes wire framing, story mapping, and graphical mockups.

  • Experience running multiple-tenant JIRA boards.

  • Experience working with multi-discipline project teams through all phases of the product development to ensure successful execution.Experience in requirements gathering and definitions for mission critical systems

  • Experience facilitating meetings across multiple components within a multi-tier organizational structure.

Preferred Qualifications:

  • Experience analyzing business processes.

  • Experience using application domain knowledge across multiple development platforms.

  • Experience working with customers world-wide.

  • Experience with Human Centered Design methodologies.

  • Experience exhibiting effective organizational, writing, communications and briefing skills.

Pay Range:

Pay Range $131,300.00 - $237,350.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
