Job Details

The Release Train Engineer will support the delivery of a complex, large-scale transformation program.

The role extends beyond traditional scaled agile delivery and requires orchestration across policy, legislation, regulatory reform, business transformation and technology delivery. It is responsible for promoting alignment, transparency and flow across multiple workstreams and releases while ensuring business design and delivery outcomes are translated into operational and digital capabilities that support legislative and regulatory objectives.

Working closely with the Solution Train Engineer, program leadership, delivery teams and stakeholders, the Release Train Engineer will manage dependencies, facilitate planning and decision-making, and maintain compliance, governance and stakeholder confidence throughout the delivery lifecycle.

Key Duties and Responsibilities

  • Coordinate and facilitate delivery of a large-scale, complex government transformation program operating within a Scaled Agile Framework (SAFe) environment.
  • Partner with the Solution Train Engineer to align release trains, manage cross-program dependencies and support integrated planning, delivery coordination and program outcomes.
  • Coordinate multiple releases, multidisciplinary teams, business workstreams, regulatory reform initiatives and supporting technology teams.
  • Promote alignment, transparency and collaboration across teams and stakeholders.
  • Support effective planning, delivery reporting and informed decision-making.
  • Ensure legislative and regulatory outcomes, policy intent, operational business change and enabling technology solutions remain aligned and fit for purpose.
  • Manage cross-stream dependencies, risks and delivery challenges.
  • Support Program Increment planning and execution.
  • Ensure program increments deliver measurable outcomes while maintaining compliance with legislative requirements, governance frameworks, assurance obligations and enterprise architecture standards.
  • Serve as a central integration and coordination point across policy, legal, regulatory, operational and ICT stakeholders.

About the Team

The Funding and Disclosure Reform Program was established to implement and administer legislative amendments to the Commonwealth Funding and Disclosure Scheme under the Commonwealth Electoral Act 1918, increasing transparency and accountability in Australia’s electoral system.

The Program comprises the Program Management Office Branch, Regulatory Enablement Branch and Technology Delivery Branch. These branches work together to uplift regulatory capability by designing, building and implementing new processes, resourcing, tools, systems and technology.

Selection Criteria

Essential Criteria

  1. Demonstrated experience (7+ years) leading large-scale government transformation programs.
  2. Extensive experience operating in SAFe or comparable scaled agile delivery environments.
  3. Proven experience in Business Design and Systems Implementation
  4. Experience working within highly regulated government environments, including government governance and assurance requirements.
  5. Strong stakeholder management capabilities at executive and senior executive levels.
  6. Experience facilitating Program Increment Planning and large-scale planning events.
  7. Demonstrated understanding of program and portfolio management disciplines.
  8. Must have an Active AGSVA Negative Vetting 1 level clearance.

Desirable Criteria

  1. SAFe Release Train Engineer (RTE) or Solution Train Engineer (STE) certification.
  2. Agile, Scrum, Lean or equivalent certifications.
  3. Program Management qualifications (MSP, PRINCE2, PMBOK or equivalent).
  4. Change Management certification (Prosci or equivalent).
  5. Relevant tertiary qualifications.
