Job Description

TELUS Health is empowering every person to live their healthiest life. Guided by our vision, we are leveraging the power of our leading edge technology and focusing on the uniqueness of each individual to create the future of health. As a global-leading health and well-being provider – encompassing physical, mental and financial health – TELUS Health is improving health outcomes for consumers, patients, healthcare professionals, employers and employees.

Join our team and what we'll accomplish together

TELUS Health Retirement and Benefit Solutions (RBS) administers pension and benefits plans for over 9 million members across Canada and the United States. For nearly 30 years, we've been the trusted partner helping our clients ranging from Fortune 500 corporations to government organizations design and deliver compensation, benefits, pension, and health management programs that work.

As our Regulatory Compliance Specialist, you'll translate complex federal and state requirements into actionable solutions that protect millions of plan members and keep our clients compliant and confident. You're not just answering compliance questions, you're shaping how we design products, support clients, and build operational processes. Your insights will influence decisions across our organization.

You'll join a team of compliance experts and operations leaders who see regulatory complexity as an opportunity to drive smarter solutions, not just check boxes. This is a role where your expertise matters, your voice is heard, and your impact is visible.

What you’ll do

Regulatory Strategy & Thought Leadership

  • Monitor federal and state legislative and regulatory activity affecting health‑and‑welfare plans, voluntary benefits, and retiree medical programs - staying ahead of changes that impact our business and our clients.
  • Serve as the trusted regulatory resource, delivering clear, actionable guidance on complex compliance questions.
  • Anticipate regulatory risks and recommend proactive operational or system‑based solutions to stay compliant while minimizing exposure.

Client Advisory & Support

  •  Partner with plan sponsors as their dedicated regulatory advisor, providing timely guidance on legislative changes that affect employees and retirees - working collaboratively with their legal counsel and internal teams.
  • Translate new or evolving federal and state regulations into practical, client‑specific recommendations.
  • Guide clients through regulatory transitions by identifying operational gaps, proposing plan‑design adjustments, and coordinating implementation timelines for seamless execution.

Internal Partnership & ProblemSolving

  •  Act as the go‑to subject‑matter expert for Operations colleagues navigating day‑to‑day regulatory questions, ensuring accuracy and practical context.
  • Contribute regulatory expertise to sales and new‑business initiatives, strengthening client discussions, solution design, and competitive proposals.
  •  Review TELUS Health client contracts, Statements of Work, and service descriptions to verify alignment with regulatory requirements and internal standards.
  • Support system development and product initiatives by vetting requirements, validating regulatory logic, and confirming accurate implementation.

Training & Knowledge Management

  •  Develop and deliver focused training sessions on new or evolving legislative requirements for Operations teams and internal partners.
  •  Create and maintain internal reference materials, compliance playbooks, and communication tools that enable colleagues to understand and consistently apply complex regulations.

What you bring

Required Experience & Knowledge

  • 5 years of relevant professional experience in benefits administration, regulatory support, or benefits operations. A Juris Doctor (JD) is preferred but not required.
  • Background in a TPA (Third‑Party Administrator) or multi‑client benefits environment, working across multiple client plans and regulations.
  • Deep, hands‑on expertise in at least one of the following regulatory domains:
  • ERISA and ACA administration
  •  Benefits, or leave‑law compliance
  • Proven ability to interpret legislation, regulatory guidance, and legal rulings, then translate them into real‑world operational or system processes.
  • Exceptional written and verbal communication skills, with a talent for explaining complex regulatory concepts to diverse audiences including plan sponsors and senior leadership to Operations teammates with varying levels of regulatory familiarity.
  • Strong analytical and problem‑solving abilities, coupled with meticulous attention to detail and accuracy.

Preferred

  • Direct experience supporting plan‑sponsor clients on regulatory impact analysis, compliance documentation, and change‑communication initiatives.
  • Experience in collaborating with system‑development or product teams, validating regulatory logic and requirements throughout the product lifecycle.
  • Professional certifications such as CEBS (Certified Employee Benefit Specialist) or an equivalent industry credential.

Compensation & Benefits

  • Salary Range: $86,500– $98,000 USD Annual
  • Performance Bonus: Eligible for bonus tied to client delivery and organizational performance
  • Actual total compensation will be determined based on factors such as knowledge, skills, performance and experience. We encourage all qualified candidates to apply, even if the posted salary range doesn't match your expectations. We're open to discussing competitive compensation packages tailored to your experience level and expertise.

TELUS offers rewarding benefits, which may vary per job function, such as:

  • Comprehensive total rewards package highlighting competitive salary and bonus structures, minimum 3 weeks of vacation, and flexible benefits plan to meet the needs of you and your family
  • Flexibility to work in-office, virtually or a combination of both
  • Generous company matched 401K
  • Opportunity to give back to communities in which we work, live and serve
