Job Description

IEM is seeking a full‑time Regulatory Compliance Officer to join our Disaster Recovery team to support program operations by ensuring full adherence to federal, state, local, and contractual requirements, including HUD and HOME-ARP regulations. This role is responsible for conducting quality control reviews, monitoring program activities, and validating documentation to ensure accuracy, completeness, and audit readiness. The position provides regulatory guidance and technical assistance to program staff, identifies compliance risks, and supports the development and implementation of corrective actions. Additionally, the role contributes to the development and maintenance of policies, SOPs, and compliance tools, supports audits and monitoring activities, and collaborates with cross-functional teams to strengthen internal controls, maintain regulatory alignment, and drive continuous program improvement.

Primary Location:

  • Live anywhere that meets personal office / at home work requirements in Puerto Rico.
  • Work will take place either in the field,in an office environment,or personal office / at home and will depend on the need of the project.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings

Essential Functions:

  • Ensure program operations and deliverables comply with federal, state, local, and contractual requirements, including HUD and HOME-ARP regulations.
  • Interpret complex regulatory requirements and translate them into clear, actionable guidance for program staff.
  • Identify compliance risks, recommend and track corrective actions, applying strong risk management principles.
  • Conduct quality control reviews to verify accuracy, completeness, consistency, and audit readiness of deliverables.
  • Apply strong attention to detail to validate documentation and ensure full regulatory alignment and record integrity.
  • Develop and maintain QA/QC tools, checklists, and review processes to support compliance and consistency.
  • Review subrecipient, contractor, and program documentation for compliance, including procurement, eligibility, and reporting requirements.
  • Support audits, monitor reviews, and compliance assessments with well-organized, audit-ready documentation.
  • Develop, update, and implement SOPs, policies, templates, and guidance aligned with current regulatory requirements.
  • Manage multiple priorities in a fast-paced environment while maintaining high-quality deliverables.
  • Prepare clear, concise compliance reports, memoranda, and recommendations for stakeholders.
  • Collaborate effectively with cross-functional teams while working independently to meet program objectives.

Minimum Qualifications:

  • Experience: Three (3) to five (5) years of experience in regulatory compliance, grants management, monitoring, program administration, quality assurance, or federally funded programs.
  • Experience interpreting federal regulations and compliance requirements.
  • Degree: Bachelor’s Degree in Public Administration, Business Administration, Finance, Accounting, Law, Urban Planning, Public Policy, or related field.
  • Experience and Degree Substitution: An equivalent combination of training and experience may substitute for a degree.
  • Strong technical writing, document review, and analytical skills.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and Outlook.
  • Bilingual Proficiency in written and oral communication (Spanish and English).

Preferred Qualifications:

  • Experience Experience with HUD-funded programs, including HOME, HOME-ARP, CDBG, ESG, HOPWA, or similar federal programs.
  • Knowledge of 24 CFR Part 92, CPD Notice 21-10, and 2 CFR Part 200.
    Experience developing SOPs, policies, procedures, and compliance documentation.
  • Experience supporting audits, monitoring reviews, and regulatory oversight activities.
  • DegreeMaster’s Degree in a related field.
  • Familiarity with SharePoint and document management systems.
