Job Description

Dragonfli Group is hiring a Regulatory Compliance Manager Consultant to support a major client in the municipal energy and utilities space. The consultant will help build and mature an enterprise regulatory compliance program—spanning compliance governance, regulatory controls, training, monitoring, ethics compliance, and reporting.

This role is ideal for a senior compliance leader who brings deep expertise in regulated industries and can advise, design, and execute program components while collaborating with leadership and operational teams. Experience in NERC CIP and ethics/compliance program design is highly desirable.

Preference given to candidates located within the PST time zone.

Requirements

  • 10+ years of senior-level experience in Regulatory Compliance, Corporate Compliance, Ethics & Compliance, or related oversight functions.
  • Proven experience developing or maturing an enterprise regulatory compliance program including controls, policies, compliance assurance, documentation, and reporting standards.
  • Experience supporting or overseeing compliance areas such as NERC CIP, environmental compliance, utility regulatory requirements, or ethics programs.
  • Ability to conduct compliance risk assessments and integrate results into broader risk strategies.
  • Experience designing compliance training, awareness campaigns, and governance documentation.
  • Strong consulting mindset: able to assess, design, implement, and communicate compliance structures for clients.

Skill(s)

  • Expert-level understanding of regulatory frameworks applicable to energy/utilities or similarly regulated domains.
  • Strong skills in compliance monitoring, testing, and control validation.
  • Ability to produce clear dashboards, metrics, and compliance reporting for leadership audiences.
  • Effective communicator with the ability to simplify complex compliance requirements for non-technical stakeholders.
  • Capable of developing scalable workflows, governance structures, and repeatable compliance processes.
  • Excellent advisory and interpersonal skills for working with executives, managers, and technical teams.
