The Public Health Nutritionist provides nutrition education, breastfeeding support, and referrals to healthcare and other community services, while also providing specialized support to high-risk participants. WIC supports pregnant and postpartum women, infants, and children up to age five, helping families eat well, stay health, and build a strong foundation for lifelong health. THE POSITION

The Public Health Nutritionist II (PHN II) is the journey level position within this classification and performs with more independence of action within established guidelines. Within the WIC program, the PHN II provides nutrition assessment, education, and counseling to participants, including individualized nutrition services and follow-up for high-risk participants. The position provides breastfeeding support, referrals to healthcare and community resources, and contributes to the development, implementation, and evaluation of WIC nutrition services and activities. The PHN II oversees operations and directly supervises Public Health Nutritionist I staff, providing leadership, training guidance, and support to ensure quality nutrition services and compliance with WIC program requirements.

Examples of duties

• Select and develop nutrition and consumer education materials appropriate to the Women, Infants and Children's Program (WIC);
• Serve as a site lead and conduct staff scheduling;
• Ensure understanding of WIC WISE system and interpret and train staff on WIC policy;
• Assist in staff orientation, training and evaluation of staff's job performance;
• Supervise PH Nutritionist I's and Nutrition Assistants as needed;
• Plan and provide in-services education to nutrition to WIC, medical and nursing staff and community agencies in conjunction with the Program Coordinator;
• Conduct nutritional education classes for WIC participants and the community;
• Plan and participate in WIC outreach activities in recruitment of participants and program publicity;
• Conduct nutritional assessments and prepare high-risk care plans for referred clients;
• Counsel according to plans and provide appropriate follow-up;
• Complete certifications and re-certifications for WIC participants as needed; and
• Work at various WIC sites as assigned.

Qualifications

SKILLS/ABILITIES

• Understand technical medical and occupational terminology;
• Plan and supervise the preparation of specific diets and menus to meet the appropriate mineral, vitamin and caloric requirements;
• Modify regular diets to meet the particular needs of the patient's condition;
• Communicate thoughts orally sufficient to counsel and instruct clients and the general public;
• Provide continuing education to medical, nursing and support staff;
• Maintain records of food served and diets prepared; and
• Prepare training and instructional materials for clients and the medical, nursing, and WIC staff.

KNOWLEDGE

• Modern principles and practices of dietetics with special emphasis on diet therapy;
• Health precautions necessary in large scale food preparation and services;
• Food preparation and food service management methods and techniques;
• Chemistry, caloric values and physical properties of foodstuffs, as well as understanding the medical basis for dietetic restrictions;
• Normal, infant, prenatal and therapeutic nutrition;
• Behavior modification techniques; and
• Roles and responsibilities of community health care agencies and related health professionals.

EDUCATION/EXPERIENCE

PATTERN I

• Professional registration with the Commission on Dietetic Registration.

PATTERN II

• Eligible for registration with the Commission on Dietetic Registration with plans to take and pass the dietetic registration exam within twelve (12) months of hire.

IN ADDITION TO PATTERN I OR II

• Possess and maintain a valid California Drivers License.

EXAMINATION PROCESS

Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

• Application Review and Screening. Applications are carefully screened based on information provided. Those who submit incomplete applications that lack relevant qualifications or do not submit all required documents will not be invited to move on.
• Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
• Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
• Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.

CLASSIFICATION INFORMATION

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Community & Health Services bargaining unit for labor relations purposes.

Note: The eligible list generated from this recruitment may be used to fill future extra-help, part-time and full-time vacancies throughout Stanislaus County.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, and callback assignments and will perform related duties as assigned. This position is non-benefited except for participation in a 401a program with Nationwide.
