Job Description

A key role within Aptiv’s Global Trade Compliance (“GTC”) team, reporting to the APAC Trade Compliance Director and focused on supporting Aptiv Singapore and its affiliated operations. The Trade Compliance Manager is responsible for end-to-end execution, oversight, and maintenance of customs & trade compliance activities in the Singapore region, ensuring the company’s local import and export operations fully comply with Singapore’s applicable customs regulations, export control laws, sanctions, and relevant supervisory authorities’ requirements—while strictly aligning with Aptiv’s global GTC standards and regional compliance strategy.

The Role collaborates closely with the APAC GTC leadership team, corporate headquarters stakeholders, and internal teams at Aptiv Singapore to support proactive monitoring of Singapore-specific regulatory updates, assist in interpreting local complex compliance requirements, implement targeted risk mitigation measures, and drive operational efficiency—ultimately enabling compliant and smooth business growth for Aptiv’s Singapore operations.

Main Responsibilities

  • Maintain an organized and efficient import and export compliance operation that strives to achieve trade compliance.
  • Communicates with the relevant government authorities as the first point of contact, as the role and responsibilities may specify.
  • Continuously supports improvement of the processes related to export controls, Free Trade Agreements (“FTAs”), Major Exporter Scheme(“MES”), Export Control Numbers, global Country of Origin (“COO”) Management program, global valuation policy and process.
  • Possess a solid understanding of C-TPAT (Customs-Trade Partnership Against Terrorism) regulations, standards, and compliance requirements, support the Singapore facility in sustaining C-TPAT certification
  • Supports management of day-to-day compliance issues in all regions, as needed.
  • Supports, implements, and conducts trade compliance assessment, ensuring corrective action processes are addressed according to applicable regulations.
  • Drive audit readiness and ongoing improvement across compliance operations.
  • Ensure operations comply with both local and international trade laws and regulations.
  • Coordinate with in-country teams to collect compliance-related data and improve decision-making.
  • Analyse trade activities to identify risk areas and opportunities for continuous improvement.
  • Collaborate cross-functionally to design and implement compliance solutions embedded in business operations.
  • Champion the development and execution of globally integrated trade compliance programs.

Education

  • Bachelor’s degree or above in International Trade, Logistics Management, Law, Business Administration, or other related fields.
  • Preferred: Relevant professional certifications (e.g., Singapore local trade compliance certifications).

Experience

  • Over 7 years of hands-on experience in customs & trade compliance, with a focus on Singapore local trade operations (familiar with processes of Singapore Customs, Inland Revenue Authority of Singapore (IRAS), and other local regulatory authorities).
  • Proven experience in managing end-to-end import/export compliance, including customs declaration, export control screening, and sanction compliance.
  • Experience collaborating with cross-functional teams (e.g., logistics, procurement, manufacturing, Engineering) in a multinational enterprise (preferably in the automotive or manufacturing industry) is highly desirable.
  • Proven track record of independently conducting compliance audits, managing regulatory inspections, or resolving customs disputes is highly desirable..

Key Requirements

  • In-depth understanding of Singapore’s trade-related regulations: Customs Act, Goods and Services Tax (GST) Act, Export Control Regulations, and sanctions requirements (e.g., UN, EU, US, and Singapore local sanctions lists).
  • Proficiency in trade compliance tools and systems: SAP GTS (Global Trade Services), ERP systems, or Singapore local customs declaration platforms (e.g., TradeNet).
  • Solid knowledge of international trade frameworks: Incoterms, FTA (Free Trade Agreement) utilization (e.g., ASEAN FTA, Singapore-China FTA), and supply chain security standards (e.g., C-TPAT).
  • Strong data analysis and reporting capabilities, with the ability to interpret compliance data and identify potential risks.
  • Excellent command of written and spoken English (mandatory for local regulatory communication); proficiency in Mandarin is an advantage for regional cross-team collaboration.
