Job Description
The Regional Team Lead will provide technical oversight, monitoring, and support for the implementation of integrated, life-saving HIV, TB, and broader health interventions across two regions in Uganda, applying a whole health system approach. S/he will strengthen capacity of project partners and work closely with district and regional health structures to ensure coordinated, high-quality service delivery.
S/he will ensure timely delivery of quality technical outputs within budget, supervise program staff to achieve targets, and lead engagement with regional stakeholders, including Government of Uganda counterparts, while actively contributing to regional performance review and learning platforms.
Accountabilities:
Provides technical leadership and oversight for integrated HIV, TB, nutrition, malaria, and maternal health services in assigned regions, in collaboration with project technical teams, including the Technical Director, Senior Technical Advisor (Health Programs), and leads for laboratory, community services, HRH, and strategic information, and government counterparts, ensuring delivery of high-quality, life-saving services at facility and community levels.
Leads the translation of the project workplan into coordinated, region-specific activities, ensuring effective implementation of community services, strengthened PNPF service delivery platforms, and cross-cutting HRH and SI interventions, aligned with available resources and budgets.
Demonstrates good judgment in addressing challenges, selecting methods, techniques, and evaluation criteria for obtaining solutions, with some supervision.
With technical oversight, provides technical leadership in the design, development, planning, and implementation of EpiC project activities in their respective regions of Uganda.
Contributes to regional staff and partner capacity-building, as appropriate, on implementing and monitoring integrated health sector life-saving activities.
Leads the day-to-day technical activities and tracks the delivery of results in their respective regions.
Maintains a constructive dialogue and technical exchange with regional counterparts and technical staff members of implementing partners.
Ensures technical implementation is consistent with best practices and meets funder contractual obligations.
Coordinates and provides technical guidance to regional technical staff, sub-partners, and other implementers to ensure effective execution of project activities.
Drafts relevant sections of donor technical reports.
Reviews sub-partners' workplans, activities, and reports, ensuring these are aligned to the project objectives and deliverables.
Prepares and delivers presentations to donors and national and regional Government of Uganda stakeholders on project progress.
Gathers and aggregates data to provide a high-level overview.
Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
Applied Knowledge & Skills
Ensures appropriate and timely technical support for the EpiC project.
Ensures the quality of implemented technical activities and systems.
Conducts routine coordination with staff and consultants, as needed, on-site and at field sites.
Strong knowledge and practical skills in integrated health program implementation in Uganda, with expertise in HIV, TB, malaria, nutrition, and maternal health, and a solid understanding of related technical standards, operational processes, workflows, and service delivery.
Demonstrated ability to manage projects by setting clear, realistic priorities, developing actionable plans, and ensuring effective follow-through to achieve successful implementation of activities.
Strong writing and verbal communication skills.
Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
Ability to manage own work to job and performance standards.
Must be able to read, write, and speak fluent English.

Supervision Given/Received:

Serves as mentor to more inexperienced technical staff.
Reports to Technical Director, Epic Project
Education
Master’s Degree or its International Equivalent in either Public Health, Global Health, Epidemiology, Clinical Medicine, or Human Development or a related health field.
Project Management (PM) training is of added advantage.
Experience
6+ years of relevant experience in technical implementation of HIV and other health projects and/or programs in Uganda.
Experience in integrated health program implementation in Uganda, with the ability to lead a whole-systems, integrated approach across HIV, TB, malaria, nutrition, and maternal health,
Must be able to apply relevant technical standards, operational processes, and workflows to strengthen coordinated service delivery at regional, district, and community levels.
Program development or program management experience is strongly preferred.

Travel Requirements 40% - 60%
The expected hiring salary range for this role is XOF 120,000,000 - 180,000,000 for annual basic salary.
