Job Description

The Regional Supply Chain Officer supports Management Sciences for Health in strengthening the management and availability of health commodities in the North or Far North region of Cameroon. Reporting to the Regional Supply Chain Advisor, the Officer provides technical and operational assistance to regional authorities, health districts, and health facilities in forecasting, supply planning, inventory management, storage, distribution, logistics reporting, and the use of supply chain data.

Working closely with regional public health and pharmaceutical authorities, warehouses, health facilities, implementing partners, and other relevant stakeholders, the Officer helps identify supply chain challenges, coordinate corrective actions, and improve the availability of essential health commodities. The position also supports supervision, staff coaching, data review, and the implementation of practical improvements to strengthen regional supply chain systems.

This position is available in both the North (Garoua) or Far North (Maroua) regions of Cameroon. Applicants should indicate their preferred region in their application.

MAIN DUTIES AND RESPONSIBILITIES

Regional Supply Chain Implementation and Technical Support (90%)

• Support the Regional Supply Chain Advisor in implementing activities to strengthen health commodity supply chain systems in the assigned North or Far North region.
• Work with regional public health and pharmaceutical authorities, regional warehouses, health districts, health facilities, and implementing partners to improve coordination of supply chain activities.
• Support regional and district forecasting, quantification, and supply planning exercises by compiling and reviewing consumption, stock, service delivery, and logistics data.
• Assist counterparts in identifying stockouts, overstock, impending expiry, reporting gaps, delayed deliveries, and other supply risks, and support timely corrective actions.
• Support implementation of approved stock management, warehousing, inventory control, good storage practices, and commodity distribution procedures.
• Conduct regular field visits and supportive supervision to assess supply chain practices, identify operational gaps, and provide practical recommendations.
• Support the collection, validation, analysis, and timely submission of logistics and commodity management reports from districts and health facilities.
• Help strengthen use of logistics management information systems, electronic reporting tools, and other approved supply chain platforms.
• Support regional coordination meetings, technical discussions, data reviews, and follow-up on agreed actions with relevant stakeholders.
• Provide coaching, mentoring, and on-the-job support to regional, district, and facility staff on inventory management, reporting, data use, and commodity availability.
• Contribute to implementation of guidelines, standard operating procedures, job aids, and other tools for effective health commodity management.
• Support distribution planning, stock redistribution, and coordination between warehouses, districts, and facilities to reduce supply disruptions.
• Assist in organizing training sessions, supervision visits, and other regional capacity-strengthening activities.
• Document supply chain challenges, corrective actions, good practices, and lessons learned, and share updates with the Regional Supply Chain Advisor.

Additional Responsibilities (10%)

• Prepare routine activity updates, field visit reports, meeting notes, and other documentation requested by the Regional Supply Chain Advisor.
• Participate in regional project coordination meetings and contribute to work planning, reporting, and follow-up on assigned actions.
• Coordinate with project technical, operations, and administrative teams to support effective implementation of regional activities.
• Comply with MSH policies, donor requirements, safeguarding standards, and mandatory training requirements.
• Perform other duties consistent with the position as assigned by the Regional Supply Chain Advisor.

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION

Required: Bachelor’s degree in pharmacy, public health, supply chain management, logistics, medicine, business management, data analytics, or a related field.

Preferred: Master’s degree or additional training in health supply chain management, logistics, or pharmaceutical systems strengthening.

REQUIRED MINIMUM EXPERIENCE

Bachelor’s degree with four to six years of relevant experience in health commodity supply chain management, pharmaceutical management, logistics, or implementation of public health programs; or a master’s degree with at least two years of relevant experience.

Experience supporting regional, district, or facility-level health supply chain activities in Cameroon is preferred.

KNOWLEDGE AND SKILLS

• Knowledge of Cameroon’s health system and health commodity supply chain functions at regional, district, and facility levels.
• Experience with stock management, forecasting, quantification, supply planning, warehousing, distribution, and logistics reporting.
• Ability to collect, review, analyze, and use logistics and commodity data to identify supply risks and guide corrective action.
• Experience using logistics management information systems, electronic reporting tools, and Microsoft Office, especially Excel.
• Strong coordination, communication, problem-solving, and supportive supervision skills.
• Ability to work effectively with regional authorities, district teams, health facilities, and implementing partners.
• Professional fluency in French is required; working knowledge of English and familiarity with the assigned region are preferred.

PHYSICAL DEMANDS
