We are seeking an exceptional Regional Risk & Security Manager (RRSM) – Middle East to provide strategic leadership, technical expertise, and operational support across a diverse and dynamic portfolio of countries. This is a critical leadership role for a seasoned humanitarian risk professional who thrives in complex contexts and is passionate about enabling safe, effective, and impactful humanitarian and development work.

About the Role

As Regional Risk & Security Manager, you will play a pivotal role in safeguarding CARE's people, programs, assets, and reputation across the Middle East region. Working closely with Country Directors, Regional Leadership, and CARE's global Safety, Operations and Risk (SOAR) team, you will strengthen organizational readiness, lead crisis response efforts, and drive a proactive approach to risk management.

You will serve as a trusted advisor to senior leaders, mentor country-level security professionals, and ensure that CARE maintains robust systems and processes that allow teams to operate safely in rapidly evolving environments.

This role requires a strategic thinker, an experienced practitioner, and a collaborative leader who can navigate complex political, social, and security landscapes while supporting CARE's mission to save lives, defeat poverty, and achieve social justice.

What You Will Do

Strategic Risk Leadership

  • Provide expert guidance to Country Directors and leadership teams on security, operational risk, and crisis management.

  • Identify emerging regional risks and develop practical mitigation strategies.

  • Strengthen enterprise risk management processes and support organizational resilience.

  • Monitor regional developments and provide timely analysis to support informed decision-making.

Crisis & Incident Management

  • Ensure country offices maintain strong crisis preparedness and response capabilities.

  • Support and advise Crisis Management Teams during incidents and emergencies.

  • Lead post-incident reviews, capture lessons learned, and strengthen future readiness.

  • Coordinate closely with regional and global stakeholders during critical events.

Capacity Building & Mentorship

  • Coach, mentor, and develop Country Security Managers, Security Focal Points, and the Deputy RRSM.

  • Lead security training initiatives and strengthen country-level risk management capacity.

  • Foster a culture of preparedness, accountability, and continuous learning across the region.

Regional Support & Field Deployment

  • Travel regularly to country offices to assess risks, strengthen systems, and build relationships.

  • Provide technical support in fragile, conflict-affected, and high-risk environments.

  • Deploy rapidly in response to humanitarian emergencies and critical incidents when required.

You combine strategic insight with operational excellence and have the credibility to influence senior leaders while effectively supporting teams on the ground.
