Duties, Responsibilities & Other

The Proposal Development Manager leads a team of proposal coordinators in developing high-quality, compliant, and compelling proposals, presentations, and marketing materials that position the firm for success. This role requires exceptional leadership, writing, organization, staff/team development, and time-management skills, along with the ability to collaborate across service lines and geographic regions.

Key Responsibilities:

  • Supervise, mentor, and support a team of proposal coordinators to ensure consistent quality, workload balance, and professional growth.
  • Oversee the full proposal lifecycle — from opportunity racking and go/no-go evaluation through strategy, writing, review, production, and delivery.
  • Partner with technical staff, practice leaders, and business development teams to develop winning strategies and pursuit materials.
  • Ensure compliance with RFP/RFQ requirements.
  • Ensure alignment with firm brand standards and messaging.
  • Manage workload scheduling to meet multiple concurrent deadlines while maintaining accuracy and attention to detail.
  • Lead the preparation of federal and state forms, including SF254, SF255, and SF330.
  • Maintain and enhance firmwide proposal tools, templates, and best practices for continuous improvement.
  • Contribute to data management and reporting efforts within Microsoft Dynamics ensuring accurate marketing and pursuit records.
  • Collaborate with leadership on key strategic pursuits and business development initiatives.

Qualifications

  • Bachelor's degree in Marketing, Communications, Journalism, or related field.
  • Minimum of 7 - 12 years relevant experience.
  • Pre-employment drug screening is a condition of employment. Background and motor vehicle checks may be required based upon position.
