Job Description

Company Description

The regional competence language is informed by the APAC Engineers Agreement professional competence profile, which covers universal and local knowledge, complex problem analysis, solution development and evaluation, protection of society, legal and cultural obligations, ethics and management of engineering activities. The software list reflects commonly referenced hydrology and hydraulic platforms and is intentionally written on an “or equivalent” basis so local authority requirements remain controlling.

ib vogt is an equal opportunity employer. We welcome applications from all suitably qualified candidates regardless of gender, age, ethnicity, religion, disability or background.

Job Description

. 1. Site Screening, Hydrology and Flood Risk

  • Lead or review catchment delineation, rainfall analysis, design-storm development, rainfall-runoff modelling and floodplain assessment for greenfield and operating assets.
  • Identify hydrological fatal flaws, flood pathways, river and coastal influences, upstream-development effects, drainage outfalls, watercourse buffers, easements and access constraints.
  • Derive or review design flood levels, freeboard, minimum platform levels, climate-change allowances and site layout constraints using project-specific risk criteria and applicable authority requirements.
  • Assess tropical cyclone, monsoon, convective-storm, drought and, where relevant, coastal or tidal interactions.
  1. Drainage, Stormwater and Erosion Control
  • Develop and review drainage strategies, channels, culverts, swales, crossings, detention or retention systems, outfalls, scour protection and safe overland-flow routes.
  • Prepare or review erosion and sediment-control strategies for enabling works, construction and permanent operation, coordinated with environmental and HSE requirements.
  • Coordinate hydrotechnical inputs to grading, earthworks, roads, foundations, cable routes, substations, battery-energy-storage compounds and operations areas.
  • Prepare site water balances and water-management inputs for module washing, dust suppression, construction demand and operational needs.
  1. Regional Delivery, Assurance and Interfaces
  • Establish the applicable country and project design basis before analysis, including data hierarchy, return periods, climate allowances, authority criteria, model standards and required endorsements.
  • Manage scopes, tenders, technical queries, reviews and acceptance of external hydrology, hydraulic and drainage consultants.
  • Apply independent model checks, calculation checks, design reviews, assumptions registers, risk registers and documented technical approvals proportionate to project stage.
  • Coordinate with development, survey, GIS, geotechnical, civil, electrical, environmental, permitting, procurement, construction and operations teams.
  • Support authority submissions, lender or independent-engineer reviews, contractor queries, site walkdowns, incident investigations, defect remediation and construction close-out.
  • Maintain reusable APAC templates, lessons learned and country supplements without overriding local legal or professional requirements.

Qualifications

Qualifications and Experience

Essential

  • Bachelor's degree in Civil Engineering, Water Resources Engineering, Environmental Engineering or a closely related discipline from a recognised or accredited institution.
  • Registered, licensed or eligible for the appropriate engineering registration in the employing jurisdiction. The successful applicant must work under, or coordinate with, the locally authorised professional where endorsement is legally required.
  • Typically three to six years of post-graduate experience in hydrology, hydraulic engineering, drainage, flood risk or water resources, including responsibility for technical deliverables and consultant coordination.
  • Demonstrated project experience in at least one APAC jurisdiction and the ability to transfer engineering principles across different climates, datasets, standards and regulatory environments.
  • Strong understanding of rainfall-runoff processes, open-channel and pipe hydraulics, floodplain behaviour, stormwater detention, erosion control, uncertainty, sensitivity testing and climate resilience.
  • Ability to produce clear design-basis documents, model reports, drawings, calculations, specifications, review comments and concise technical recommendations in business English.
  • Willingness to travel within APAC and an existing right to work in the primary employing location.

Desirable

  • Experience with utility-scale solar PV, battery energy storage, transmission, transport, mining, land development or other large-footprint infrastructure.
  • Postgraduate study in hydrology, hydraulic engineering, water resources, flood-risk management, coastal engineering or climate resilience.
  • Professional membership or progress toward chartered, professional or APEC Engineer recognition, where appropriate to career stage and jurisdiction.
  • Experience reviewing work prepared in another country, managing distributed consultants and communicating with non-specialist project stakeholders.

Software and Digital Analysis

Core capability

  • Rainfall-runoff modelling: HEC-HMS or an equivalent accepted platform.
  • River and floodplain modelling: HEC-RAS 1D/2D, TUFLOW, MIKE+, Flood Modeller or an equivalent accepted platform.
  • Urban drainage and stormwater: EPA SWMM, InfoWorks ICM, Autodesk InfoDrainage, MIKE+ or an equivalent accepted platform.
  • GIS and terrain analysis: QGIS or ArcGIS Pro, including DEM processing, catchment delineation, spatial QA and map production.
  • Design coordination: AutoCAD and/or Civil 3D for drainage layouts, profiles, grading and earthworks interfaces.
  • Data and calculation tools: advanced Microsoft Excel; working capability in Python, R or VBA is advantageous for automation and reproducible analysis.

Evidence expected from applicants

  • At least one project example showing the applicant’s role in building, checking, reviewing or applying a hydrological or hydraulic model and the decision supported by the analysis.
  • Ability to explain data sources, assumptions, boundary conditions, calibration or reasonableness checks, sensitivity tests, model limitations and independent verification.
  • Experience converting model outputs into practical design requirements, drawings, risk controls, authority submissions or construction actions.
  • Equivalent software is acceptable when the applicant demonstrates transferable modelling principles and suitability for the relevant project and authority.

Professional Competence for APAC Practice

  • Apply advanced engineering knowledge together with jurisdiction-specific standards and local knowledge.
  • Define and analyse complex problems using reliable data and appropriate information technologies.
  • Develop and evaluate solutions that consider safety, environmental effects, stakeholder needs, constructability, operation and whole-life performance.
  • Meet legal, regulatory, cultural and professional obligations; act ethically; communicate clearly; manage engineering activities; and maintain continuing professional development.
  • Recognise when local specialist advice, a locally registered signatory or additional investigation is required and escalate accordingly.

Additional Information

A practical hydrotechnical engineer who combines sound modelling fundamentals with design judgement, disciplined technical assurance and strong cross-functional communication. The successful applicant is adaptable across APAC environments, respects local professional requirements and can turn complex hydrological information into clear, buildable and risk-based recommendations.
