Summary

The City of Bellevue's Human Resources (HR) Department is looking for an experienced Recruiter to join our team. You’ll partner with hiring teams to design thoughtful recruitment strategies, consult on best practices, and ensure every candidate and hiring manager enjoys a smooth, equitable, and engaging hiring experience. Examples of duties

  • Guide and support hiring teams through all phases of the City’s recruitment process, including the development of recruitment timelines, screening and interview criteria, outreach plans, advertising strategies, interview questions, and panel composition.
  • Partner with hiring managers to assess workforce needs by evaluating current and future staffing requirements, and consulting on job-related qualifications including education, experience, knowledge, skills, and abilities.
  • Manage recruitments using online hiring system (NEOGOV), to ensure fair and consistent evaluation processes for screening applicants, evaluate candidate pool demographics, and guide hiring managers in lawful and effective selection practices in compliance with employment regulations and City policy.
  • Facilitate hiring decisions and offers, including advising on compensation and benefit packages and partnering with the Compensation team and hiring managers to prepare and deliver employment offers.
  • Coordinate employee onboarding with hiring managers and HR teams, ensure timely communication with candidates and maintaining and securing the recruitment files.
  • Deliver recruitment-related training, including developing and presenting training on City hiring process, equitable hiring practices, and recommending and implementing process improvements to recruitment and sourcing strategies based on data and desired outcomes.
  • Develop and implement inclusive recruitment strategies aimed at expanding and diversifying candidate pools; leverage a variety of sourcing methods such as job boards, job fairs, community-based partnerships, trade schools, and professional networks to attract top talent.
  • Complete the processing of new hires and update/maintain NEOGOV applicant tracking system.
  • Work as a collective Human Resources team to maintain an accurate, up-to-date list of open vacancies. Ensure vacancies filled data is accurate and up to date.
  • Coordinate and help manage and implement special long-term and short-term projects as required and/or any other duties as assigned.

Qualifications

Education and Experience Requirements:

  • Bachelor’s degree in Human Resources, Communications, Business, or related field.
  • Two or more years of professional, related experience in Human Resources, specifically full cycle recruitment. 5+ years of professional HR/Recruiting experience preferred.
  • Experience supporting multiple departments and business units is preferred.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • Experience with online hiring systems/applicant tracking system/ATS required; Experience with NEOGOV strongly desired but not required.
  • Experience with JD Edwards desired but not required.
  • Experience in public sector HR strongly preferred.
  • Professional certification in the field of Human Resources preferred (e.g., PHR, IPMA-HR or SHRM-CP).

Flexible/Hybrid Working:

A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall. Community Outreach manager responsible for programming that may include evening and weekends.
