REAL ESTATE ANALYST I:

Performs advanced financial and real estate analysis as a staff member of the Right of Way Division. Work involves reviewing, analyzing, and coordinating real estate data; preparing reports and responding to inquiries; and recommending appropriate action to assist with the agency's real estate activities, including property disposition, facilities management, building operations, property leasing, facilities planning and development. Work requires contact with executives, governmental officials, the general public, and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

REAL ESTATE ANALYST II:

Performs highly-advanced financial and real estate analysis as a staff member of the Right of Way Division. Work involves facilitating the review, analysis, and coordination of real estate data, report preparation, and responses to inquiries; and recommendations on appropriate action to assist with the agency's real estate activities, including property disposition, facilities management, building operations, property leasing, facilities planning and development. Work requires contact with executives, governmental officials, the general public, and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

REAL ESTATE ANALYST I:

• Must have basic computer knowledge in order to maintain a database management and reporting system of TxDOT's active real estate assets.
• Prepares reports and proposals; and makes presentations to groups and audiences.
• Coordinates consultation services with the districts, property owners/representatives, and governmental and/or private entities on real estate matters such as lease and disposal by sale processes; and answers questions and resolves problems.
• Coordinates leasing and disposal by sale of surplus property or other real property asset-related matters.
• Facilitates selling or leasing of surplus real estate by reviewing information such as titles, deeds, appraisals, and surveys.
• Tracks and maintains surplus real estate disposition and leasing portfolios.
• Develops conveyance instruments to sell or lease properties; and develops matrices for the selling and leasing of surplus real estate.
• Researches and identifies historical and legal documentation; and coordinates with district office management to ensure that the real property can be sold or leased.
• Provides training to a wide variety of audiences on real estate matters, to include developing and maintaining training materials.
• Performs other job responsibilities as assigned.

REAL ESTATE ANALYST II:

• Analyzes new or proposed legislation or regulations to determine impact on program operations and management.
• Oversees the coordination of special projects of a non-recurring nature.
• Provides training to a wide variety of audiences on real estate matters, to include developing and maintaining training materials.
• Directs all levels of lease management activities including, but not limited to application tracking, lease negotiation, document preparation, lease abstracting, and lease portfolio management activities.
• Facilitates market research to include comparable property sales, industry surveys, benchmarks competitors, and economic trends; makes recommendations for possible agency application.
• Oversees surplus real property sales and real property asset leases.
• Directs consultation services with the districts, property owners/representatives, governmental and/or private entities regarding real estate matters such as lease and disposal by sale; and answers questions and resolves problems.
• Reviews industry developments and makes recommendations for possible agency application.
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

Bachelor's Degree in real estate, finance, or a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

2 years (Analyst I) or 3 years (Analyst II) of experience in real estate, asset management, financial analysis, or related experience. (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.

• Exercises sound judgment, critical thinking, and problem-solving skills to resolve issues and achieve organizational goals
• Communicates complex information clearly and effectively while delivering exceptional customer service to internal and external stakeholders
• Plans, coordinates, and manages multiple projects, priorities, and deadlines within a dynamic work environment

Physical Requirements and Working Conditions:

• Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
• Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
