A. PROFILE

Role Title: RAN Planning, Optimization and Design Senior Manager

Reporting to: Network Planning & Operations Director

B. CONTEXT

Purpose The key role is to manage RAN Planning, Optimization and Design scope. CAPEX optimizing and investment protection is a key function as the biggest budget of the Company is spent in RAN network.
Context RAN Planning, Optimization and design are synchronized and working to apply the Company strategy at this level by optimizing CAPEX and protect the Investment following the approved Yearly AOP & 3 Years Business Plan

C. ROLE ACCOUNTABILITIES

• Ensure the Optimum RAN Planning & Design strategy and deliverables with defined roadmap and endorsed by Management.
• Responsible for the Executive Committee EC (Board) paper preparation and approval from CXOs with necessary technical justifications for Investment.
• Protect the network Quality and Performance through a proactive Capacity Management process for upgrades and expansions while optimizing CAPEX and OPEX.
• Capacity Management process has a Target to reduce CAPEX, support in Optimizing OPEX and provide the Optimum Solution design for RAN.
• Provide the Yearly AOP and Budget with Quarter revision and validation, following the Traffic Forecast for 2G/3G and 4G from marketing department.
• Validates proposed BoQ's from all vendors.
• Follow up, escalation and prioritization towards deployment when required to improve pressing Customer Experience Issues in coordination with Service Assurance team.
• Proactively initiate projects and trials that can improve customer experience while optimizing CAPEX and OPEX
• Manages, motivates and appraises staff within the unit to ensure the highest level of performance at all times.
• Ensures the analysis of current processes and propose enhancements for further improvement.
• Manages and validates the status of Master Trackers and Network Inventories to facilitate new deployments and planning of additional projects.
• Strong coordination with U9 PMO, Deployment and Transport team and for getting the transport capacity plan always updated and budgeted.
• Participate in cross functional meetings with key stakeholders involved in the development and deployment of network services in order to define best solutions for existing, as well as new products and services while optimizing CAPEX and OPEX.

D. KEY PERFORMANCE INDICATORS

• All projects and duties should be delivered as per agree scope and timelines or EPM KPIs.
• System Network maintained within the Capacity thresholds (Capacity Management Process).
• Lead the team for optimal performance in line with company and departmental targets, KPIs.
• AOP and overall reports submitted within deadlines.
• OPEX and CAPEX optimization through innovation.

E. WORKING RELATIONSHIPS & DECISION MAKING

Interacts with:

Internal: PMO, Regulatory dept., Operation, Directors, Marketing Planning, RBHs/Sales, ICT dept., Management/CTIO, others
External: vendors (Nokia, Huawei, ZTE, TechM, InfoVista, etc.)

Decision Making

• Capacity Management approvals for new RAN Design Solutions, new sites, HW/SW expansions, and overall Acceptance
• Validation of new Marketing offers and impact analysis on the network performance, quality and capacity.
• Planning & Design guidelines and processes and ensure Team is following all agreed procedures and deliverables.
• AOP Design and validation with Management and Marketing with 3 Years Business Plan.
• Planning of Coverage & Capacity sites with all required upgrades and expansions.
• Input into major (technology wide) decisions on a day-to-day basis
• Resource Allocation within the department.

F. EXPERIENCE AND QUALIFICATIONS

Minimum Experience & Essential Knowledge

• Minimum 12 Years overall experience in Telecom business of which 5 years should be at Managerial level within a Telecom operator/vendor company.
• Must have demonstrable knowledge of leadership and Vendor Management.
• Must have proven expertise in Radio and enough knowledge in Managed Services environment from End to End.
• This role is critical in maintaining and improving the network Quality, Performance and Capacity Management.

Minimum Entry Qualifications

• Bachelor Degree in Engineering/Telecom or Master Degree.
