Job Description

The Rail Scheduling Analyst is a critical planning and operations role that supports the delivery of safe, reliable, and customer-focused PATH rail service. This position develops the operating schedules, timetable products, service-context schedules, and schedule adjustments that drive day-to-day train operations, planned service changes, maintenance windows, capital work, and emergency response. Because the scheduling products produced in this role directly shape the service customers’ experience, the position requires strong analytical ability, sound judgment, attention to detail, and a strong understanding of how schedule decisions affect the passenger experience.


Under the direct supervision of the Supervisor of Scheduling and Rail Planning, the Rail Scheduling Analyst develops and maintains train, vehicle, and crew schedules; performs what-if and impact analysis; monitors service performance against plan; and helps coordinate service changes across Operations, Maintenance groups, capital teams, and other departments. This is a full-time, in-person role based at PATH's Journal Square Headquarters in Jersey City, NJ, and includes regular field visits to stations and operational facilities to support real-time analysis, schedule validation, and customer experience improvements.

Responsibilities

  • Develop and maintain train, vehicle, crew, and service-context schedules that support safe, reliable, and efficient PATH service.
  • Develop, analyze, and validate service schedules, including Table R or similar timetable outputs, to support daily operations and service delivery.
  • Produce routine, non-routine, and emergency schedule modifications and resource plans to support daily operations, service recovery, and customer-facing service changes.
  • Modify service and produce service-context schedules in response to operational, maintenance, capital, or infrastructure constraints.
  • Develop service plans for planned outages, track outages, operational shutdowns, maintenance windows, and capital projects, with a focus on minimizing customer impact.
  • Coordinate with Operations, Maintenance groups, capital teams, and other departments to align schedules with system constraints, construction impacts, infrastructure constraints, and executable service plans.
  • Support development and maintenance of the Integrated Master Schedule (IMS) and lower-level operating schedules.
  • Serve as a key HASTUS user/administrator to maintain schedule data, job pick databases, Table R outputs, and system integrity required for schedule production and distribution.
    Perform schedule scenario modeling, critical path analysis, and what-if planning to evaluate alternatives, risks, and operating impacts.
  • Ensure the accuracy, consistency, and quality control of all scheduling outputs prior to distribution.
  • Monitor real-time service performance and compare actual operations against planned schedules to identify trends, delays, recurring issues, and opportunities for schedule improvement.
  • Conduct on-site station visits and visits to operational facilities to perform real-time analysis, identify service or operational issues, and recommend improvements that enhance the passenger experience.
  • Prepare, publish, and communicate schedule picks and schedule changes to field and office personnel in a timely and accurate manner.
  • Experience in developing and validating service schedules, including Table R or timetables.
  • Ability to modify service and produce service context schedules in response to operational or infrastructure constraints.
  • Coordinate with Operations, Maintenance groups and other departments to align schedules with system constraints.
  • Ensure accuracy, and quality control of scheduling outputs prior to distribution.
  • Conduct on-site station visits to perform real-time analysis, identify service or operational issues, and recommend improvements to enhance the passenger experience.
  • Monitor real-time service performance and compare against planned schedules to identify trends, delays, and recurring issues.
  • This is a full-time, in-person role including regular field visits to stations and operational facilities.

Minimum Qualifications

  • Minimum of five years of relevant experience in lieu of a bachelor's degree, primarily in transportation scheduling.
  • 3-5 years of experience in transportation operations and scheduling, preferably in a rail or transit environment.
  • Experience using HASTUS or comparable crew/vehicle scheduling software, along with Microsoft Office and related planning tools.
  • Experience developing, analyzing, and validating service schedules, including Table R or timetables.
  • Demonstrated ability to translate operating requirements and business needs into accurate, executable schedules in a fast-paced, operations-driven environment.
  • Demonstrated ability to perform effectively under tight deadlines in a fast-paced, operations-driven environment with real-time service impacts.

Desired Qualifications

  • Bachelor's degree in Transportation or Urban Planning, Industrial Engineering, or a related field.
  • Experience supporting customer-facing rail or transit operations.
  • Ability to collaborate effectively with internal and external stakeholders, including Operations, Maintenance groups, capital teams, and other departments.
  • Ability to interpret labor contracts and operational requirements.
  • Excellent oral and written communication skills.
  • Strong organizational skills with the ability to prioritize competing tasks and consistently meet critical deadlines.

The Port Authority of New York and New Jerseyanticipatesthat the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:

Salary Range: $87,386 - $139,828

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
